Public Works Director Lee <br />stated an inventory list was not created but the items of value were listed. <br />Councilmember Stigney asked if all the items should not be included in the list for the <br />auctioneer. He asked if all items at the golf course will be auctioned that are not being <br />transferred to another department. City Administrator Ulrich answered in the affirmative. <br />Councilmember Thomas stated Council also asked about the irrigation system and Golf Course <br />Manager Burg had indicated the City will get more if it can be negotiated for sale by leaving it in <br />the ground. <br />Mr. McGarry stated his question was how it would be appraised, in the ground or out of the <br />ground. At an auction, it is an open bidding process and you can do well if people are willing to <br />remove the system, or they bid based on the City doing the removal and piling it in a trailer. Mr. <br />McCarty stated the City can set a minimum bid but maybe you can get more on an open auction <br />and let someone take out the system. Mr. McCarty stated he did not think it was very <br />competitive to let Medtronic have it for $125,000. He stated they are very expensive to install <br />and there may be people willing to bid higher. He commented that "nothing ventured, nothing <br />gained." <br />Councilmember. Thomas stated the irrigation system has been discussed several times and anyone <br />i bidding on it would then have to pay for installation. She stated even in the bid process. she does <br />not think anyone would bid $125,000 for the pieces because they then have to pay for <br />installation. She stated she is comfortable with negotiating the sale leaving the system in place. <br />City Administrator Ulrich stated he asked Golf Course Staff to give an estimate of the system if it <br />was not installed. That estimate can be compared to what Medtronic would pay for a system that <br />is in place and operational. <br />City Attorney Riggs stated the Council is talking about selling the system as a fixture, pulling it <br />out and auctioning it, or if it is over $50,000 having to competitively bid it on the sale. He asked <br />the Council to keep in mind that if it is valued over $50,000, the City will have to get competitive <br />bids and cannot auction it. <br />Councilmember Flaherty asked who installed the system and suggested they be asked for a bid on <br />how much it is worth in the ground, or if removed and sold. <br />Councilmember Stigney stated the metal Quonset building is a similar issue. It is pieced together <br />and he suggests that rather than auctioning it off, to contact the distributor and see if they are <br />interested in purchasing it. He noted the distributor would have a market for interested buyers. <br />Golf Course Manager Burg stated the building was purchased and installed by Staff. When it <br />• needed a new door, Staff found out that the building was no longer being made. She stated the <br />building comes apart with bolts and can be erected on another site. <br />
