Mounds View City Council September 26, 2005 <br />Regular Meeting Page 28 <br />• Mr. McCarty stated if the ability to sell the property is overturned by the voters, what can we <br />expect and anticipate. <br />Councilmember Flaherty stated he appreciates Mr. McCariy's hard work and he knows the <br />meeting protocol is to funnel everything through the Mayor who needs to recognize the members <br />to make a comment. He stated the blank stares may be in waiting for the Mayor to recognize <br />them for a comment. Councilmember Flaherty stated he knows he could talk with Mr. McCarty <br />all night long but the "shots across the bow" commenting about blank stares, are not appropriate <br />and beneath Mr. McCarty to even bring up. <br />Mr. McCarty stated Councilmember Flaherty should be addressing his comments to the Mayor. <br />He stated he will not in any way apologize or back off his comment about the "stonewall stares" <br />because this Council has not given them answers. He stated they should go back and look at the <br />film. Mr. McCarty stated he is asking for an answer from the Mayor as the presiding officer and <br />if a Councilmember wants to confer with the Mayor and give their ideas on what the answer <br />would be, he has all night long. <br />Councilmember Stigney stated he fails to see where this item has any place on the agenda at this <br />time and pointed out that the discussion before the Council is a resolution disposing of golf <br />course memorial items. Now Mr. McCarty has come up, asked questions, and changed the whole <br />thing. He stated that if Mr. McCarty wants to discuss this during public comments that would be <br />• the place to do it. Or put it on the agenda, or discuss it with the City Administrator but not take <br />over this Council meetings by asking a bunch of questions that have nothing to do with the <br />agenda. <br />Mayor Marty stated Mr. McCarty is raising the issue to see how the Council will respond. He <br />stated that is why he would not vote in support of disposal of golf course property, because we do <br />not know where this is going. He stated as far as "blank stares," the Council does look and <br />attend to citizens. Mayor Marty stated he has stood before other councils and they did not pay <br />attention to him and while maybe this Council does not have answers on the tip of their tongues, <br />if the Council is looking at you, they are aware of you. <br />Mr. McCarty invited the Council to review the August 22, 2005 meeting tape when he put a <br />paper up here in respect for the three minute gag rule.. With regard to whether or not he has the <br />right to ask these questions, it surprised him to no end that long tenured Councilmembers still <br />have not read the City Charter with respect to the citizen's right to address this Council on any <br />issue before the Council whether it's during the public comments and requests section or not. It <br />includes every item the Council deals with on the agenda that the Council shall not prevent. <br />citizen comments or requests on those subjects and it is not restricted only to that portion of the <br />agenda at the beginning of the meeting. <br />Mr. McCarty asked about the disposal of golf course equipment. He stated the Council has had <br />fair warning that the Council should be considering what will happen to him as a tax payer. He <br />• stated he will ask again and then give up knowing he won't get an answer again. Mr. McCarty <br />asked what will happen if the voters prevail and this Council, the City, is enjoined from divesting <br />
