Mounds View City Council October 24, 2005 <br />Regular Meeting Page 13 <br />• City Administrator Ulrich explained that time is of the essence if the Council wants to move <br />forward with the auction. The auctioneer stated the earliest date is Wednesday, November 9, <br />2005. There is a notification requirement to be published and the auctioneer sends out mailings <br />to interested parties so a lead time is needed. <br />City Administrator Ulrich stated marketing costs were incurred for the October 20th auction date <br />and will be incurred again for a November 9th auction. He noted the new agreement allows the <br />City until March 31 to dispose of golf course items so the auction could be held next spring. <br />Staff recommendation is there are enough good days left in the season to an hold auction this <br />year on November 9, 2005. <br />Mayor Marty noted that if the greens are not "put to bed correctly," they won't grow in the spring <br />because it is highly sensitive grass. If marketed this fall, the City may still be able to recoup and <br />sell the expensive green sod. <br />Councilmember Thomas agreed and noted if the auction does not proceed now, the Ciry will lose <br />the value of the greens or have to pay to maintain them through the winter. <br />MOTION/SECOND: Stigney/Thomas. To waive the reading and adopt Resolution 6667 <br />Amending Proposal for Auction Services, to occur on Wednesday, November 9, 2005. <br />• Councilmember Stigney stated he strongly believes the auction should have been held on <br />October 20, which was a beautiful day, and he is concerned that the City may now "take a <br />beating" but this is the best option at this point. <br />Ayes - 4 Nay - 1 (Marty) Motion carried. <br />8. CONSENT AGENDA <br />Councilmember Gunn asked to remove Item 8B. <br />A. Resolution 6655, Authorization to Enter into a Grant Agreement with the <br />Minnesota Department of Public Safety, Office of Traffic Safety Safe and <br />Sober Project <br />Removed for discussion and separate vote. <br />C. Licenses for Approval <br />D. Set a Public Hearing for Monday, November 14, 2005 at 7:05 pm to Consider <br />the First Reading and Adoption of Ordinance 766, an Ordinance Authorizing <br />the Vacation of a Drainage and Utility Easement Associated with the Belting <br />Development <br />E. Set a Public Hearing for Monday, November 14, 2005 at 7:10 p.m. to <br />• Consider .Resolution 6657 Adopting a Special Assessment Levy for <br />Delinquent Public Utility Accounts <br />
