He stated if <br />residents want to contact Ramsey County Commissioners Jan Parker or Tony Bennett and talk <br />about the stoplight, it may help speed the issue along. <br />Mayor Marty stated continuing the sidewalk in Mounds View along Silver Lake Road north to <br />Highway 10 would also give it more impetus and Ramsey County and New Brighton were <br />encouraged by that. He explained there were some questions about traffic concerns on Long <br />Lake Road and County Road H but the School Board and Mounds View felt Long Lake Road <br />and County Road H didn't pose as much of a problem as with Silver Lake Road. <br />Councilmember Gunn stated it appears the EVPs are being installed on the poles. Public Works <br />Director Lee advised they have not yet started with that installation but the reflectors were <br />already in place in some locations. He stated it does not look probable they will start EVP <br />installation this year but staff has requested a schedule. <br />Mayor Marty stated that Ramsey County was impressed with the EVP contractor the City is <br />using and indicated they do good work. <br />Councilmember Flaherty requested an update on the Premium Stop awning. Community <br />Development Ericson reported Premium Stop was issued a cease and desist gas sale order on <br />Friday and the area under the canopy was cordoned off. A letter was sent to the business owner <br />indicating correction needed to occur. Staff has not received a structural or engineering report to <br />. indicate the canopy is sound. The Building Official, with a Police escort, closed off their gas <br />sales. <br />Councilmember Gunn stated it looks like there is no glass in the car wash. Director Ericson <br />stated he will look at that tomorrow. <br />Director Ericson stated staff hopes they will fix the canopy but until it is fixed, they will not be <br />allowed to sell gas. <br />Councilmember Flaherty asked if they have stopped renting U-Haul trucks. Director Ericson <br />stated staff will have to address that issue. <br />B. Reports of Staff <br />1. Finance Department Quarterly Report <br />Finance Director Beer presented the September 30, 2005 Third Quarter Financial Report, noting <br />the more significant trends and events. He pointed out that revenues are $2,418.028 compared <br />with $2,291,495 for 2004, a 5.52% variance. Year to date expenditures are $3,316,784 compared <br />with $3,160,109 for 2004, a variance of 4.96%. He advised that most departments are under <br />budget, which allows the City to absorb higher energy costs the latter half of 2005 and into 2006. <br />• The City is targeted to achieve a balance for 2005 in the General Fund and possibly have a small <br />surplus. <br />
