Mounds View City Council October 24, 2005 <br />Regular Meeting Page 22 <br />• Mayor Marty thanked staff for including $750,000 earmarked for Highway 10 redevelopment. <br />Councilmember Stigney asked if grants have been looked at for that highway corridor. Director <br />Ericson advised that three grant requests were submitted and the City should receive an answer <br />some time in January of 2006. <br />Mayor Marty questioned capital outlay, business subsidies, and partnership loans. Director <br />Ericson explained the City has had this program since 1995 and it was adopted to provide for <br />funding assistance for business. if they meet certain criteria, some of which would be <br />underwriting a loan or providing reduced interest on loans. He recalled the City doing that <br />program twice. The City continues to offer that program to the community; however, at this <br />point with low interest rates, not a lot of people are coming forward to request the subsidy. <br />Mayor Marty noted it is only budgeted for this year and next year and asked if this cost was <br />located somewhere else in the budget for previous years. Director Ericson stated it may have <br />shown up as a different line item but has been in the budget for years. <br />Councilmember Thomas noted the line item for training and conferences should show the new <br />name of the agency. <br />Mayor Marty stated the Council will review the budget again at the next meeting. He suggested <br />the Council's questions be directed to staff. <br />• 3. Storm Dama a Re ort <br />g P <br />Public Works Director Lee distributed a report and cost estimates associated with the September <br />storm. He stated all pickup was completed ten days ago. The total cost is estimated to be <br />$95,750. Staff is currently working on the stump grinding estimate and for a contractor to do that <br />service. Another item is park tree cleanup at Silverview Park where there are sti1135 trees down, <br />plus trees in other parks. <br />Public Works Director Lee stated trees that resulted in a hazard for people using the park were <br />pulled aside with the aid of a skidster grappler attachment that was leased with the option to <br />purchase. He advised that the cost to rent was $150 per day and the City had it for over 20 days <br />so the cost. of renting exceeds the purchase amount. He stated this is a great piece of equipment <br />and will come back as a separate item since it was not budgeted and the cost is over $2,500. <br />Public Works Director Lee stated another line item is the cost of using City forces to clean up the <br />storm debris. Public Works was assigned to properties north of Highway 10 and then moved to <br />assist. the contractors south of Highway 10. That cost estimate is not included but it means that <br />City crews were not doing other fall activities. <br />Mayor Marty stated they may not have done other fall activities but did save the City a lot of <br />money by not having to contract out more cleanup costs. <br />
