Item No: 08A <br /> MOUNDS VIEW Meeting Date: March 10, 2025 <br /> Type of Business: Council Business <br /> City Administrator Review: <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Nyle Zikmund, City Administrator <br /> Item Title/Subject: Public Hearing: Consideration of Resolution 10068, Approving a <br /> Chicken-Keeping License Request from Shelly Rosene, 2809 County <br /> Road H2 <br /> Introduction: Chapter 90.005 of the Mounds View Code allows limited and controlled <br /> raising and keeping of chickens and/or ducks on properties zoned R-1, Single Family. Shelly <br /> Rosene has applied to raise and keep chickens on her property. <br /> Discussion: The applicant, Shelly Rosene, has applied to raise and keep chickens on <br /> her property located at 2809 County Road H2. The City Code allows up to twelve chickens <br /> at one time and requires that backyard areas within which the chickens roam be fenced. <br /> Ms. Rosene has indicated that she plans to raise and keep 12 chickens at this time. Ms. <br /> Rosene has also indicated that the entire backyard is enclosed with a chain link fence. <br /> Also, the chicken coop will meet the City Code requirement of a minimum of 20 feet from <br /> all property lines. <br /> In accordance with Chapter 90.0005, initial applications shall be considered by the City <br /> Council after holding a public hearing. Approval of renewal applications are done <br /> administratively unless the City has received substantial complaints or related violations <br /> have been documented during the previous year. <br /> As required, staff has published a public hearing notice in the Monday, February 24, 2025, <br /> edition of the Pioneer Press, the City's official newspaper. In addition, as required, notices <br /> were mailed to residents within 350 feet of the subject property. <br /> It appears Ms. Rosene meets all requirements of Chapter 90.005. <br /> Ms. Rosene has indicated that she will be present at the City Council meeting/public hearing <br /> to answer any questions you may have. <br /> This is an annual license and will expire December 31, 2025. <br /> The Mounds View Vision <br /> A Thriving Desirable Community <br />
