Commission makes the following findings of fact related to the conditional use permit <br />request: <br />1. The request is consistent with the Mounds View Comprehensive Plan in that the <br />Comprehensive Plan encourages new business in Mounds View. <br />2. The proposed environmental processing center would not be out of place given the <br />character and geography of the surrounding area involved and the size of the subject <br />property which is able to accommodate the facility. <br />3. The proposed Environmental Processing Center would not depreciate the <br />surrounding area. <br />4. The applicant has sufficiently demonstrated that a need exists for the proposed <br />business. <br />NOW, THEREFORE, BE IT FURTHER RESOLVED that the Mounds View Planning <br />Commission recommends approval of the conditional use permit for the 11,200 square foot <br />environmental processing center, with conditions as follows: <br />1. The applicant shall consolidate parcels, if such action is required by the City <br />Attorney. <br />2. The applicant shall apply for a Development Review prior to construction of <br />the facility. <br />3. The applicant shall adhere at all times to Section 607 of the City Code in <br />regards to nuisances; particularly regarding Noise, Section 607.08, and Odor, <br />Section 607.03. If, in the opinion of the City Council, odor at the facility <br />becomes a problem, summary abatement proceedings may be initiated. <br />4.
