Staff received four (4) proposals, which are attached to this report. Prices range from <br />$9,500 to $34,500. They include Laumeyer & Associates Human Resources Consulting, <br />Springsted, Fox, Lawson & Associates, and The Waters Consulting Group, Inc. <br />Laumeyer & Associates <br />Laumeyer & Associates is a Human Resources Consulting firm located in Duluth, <br />Minnesota. As stated in their RFP dated March 15, 2006, this firm incorporates a personal <br />and interactive process with city staff, elected officials, employees and union <br />representatives. Their process would involve personal contact with staff, employee, <br />elected officials and union representatives to have a clear understanding of all job <br />descriptions. According to their RFP, this personal contact would maximize both <br />understanding and acceptance of the compensation results. Laumeyer & Associates did <br />submit references, which include the City of Baxtor, City of Menahga (MINI), City of Little <br />Falls (MINI), City of Cohasset (MINI), City of Hutchinson (MINI) and the City of Hector (MINI). <br />According to their RFP, the products and services outlined in their proposal include all <br />travel and administrative expenses. Their full cost is $9,500. This includes the Pay Equity <br />Study and Report. However, the quoted figure is based on the use of the current HAY <br />evaluation system. The use of a new system would be an additional $1,500. In addition, <br />the quoted figure is based on the use of current market data. The use of customized data <br />would be an additional $1,500.00 or $750 with utilization of city employees. The City <br />Council has expressed pursuing a compensation study that puts into consideration <br />population, city market value, and taxable tax capacity instead of just using Stanton 6 cities <br />(population 10,000 — 25,000) as outlined in the Personnel Manual. This may constitute an <br />additional $1,500 on top of their full quote of $9,500 for a total cost of $11,000. <br />Springsted, Inc. <br />Springsted, Inc., has done consulting work for the City in the past. They are located in St. <br />Paul, Minnesota and have been in business for over 50 years. Their references include the <br />City of Moorhead (MINI), City of Waite Park (MN), Pope County (MN), Yellow Medicine <br />County (MN), City of Hagerstown (MD), Fauquier County (VA), and Onslow County (NC). <br />Springsted would begin the compensation process by meeting with the Assistant to the City <br />Administrator to get background, address major issues, gather current job descriptions, and <br />review the project schedule. Springsted will also conduct employee informational meetings <br />to introduce the study, explain study procedures and answer any questions that employee <br />may have with the process. The cost for their study is $17,250. According to Robert <br />Thistle, the Executive Vice President of Springsted, the cost includes the Pay Equity Study <br />and Report. They are also additional costs involved if city employees were to dispute the <br />findings of the compensation study. <br />Fox Lawson & Associates <br />Fox Lawson & Associates are located in St. Paul and have an additional office in Arizona. <br />They have been in business since 1981, beginning as the public sector compensation <br />
