Item No: 8F <br />Meeting Date: April 10, 2006 <br />Type of Business: Consent <br />Administrator Review: <br />City of Mounds View Staff Repol.. <br />III! <br />To: Honorable Mayor and City Council <br />From: James Ericson, Community Development Director <br />Item Title/Subject: Approve and Authorize Execution of an Amended and <br />Restated Joint Cooperation Agreement Between <br />Ramsey County and the City of Mounds View <br />Introduction: <br />Ramsey County notified the City in March that the US Department of Housing and Urban <br />Development (HUD) is requiring that all communities that participate in the CDBG <br />program execute an updated agreement outlining the current terms and conditions of the <br />program. The amended and restated agreement incorporates all previous changes that <br />have been considered and adopted by the City. <br />Discussion: <br />The City has participated with Ramsey County since 1985 in the CDBG program, and has <br />had a number of projects funded through this program. Examples of past fundings <br />include the Mounds View Manufactured Home Park second access project, the Mounds <br />View Manufactured Home Park rehab and revitalization project, City Hall accessibility <br />improvements, the Housing Replacement Program, Crime Free Multi Housing <br />investments, etc. While the City has the right to "Opt Out" of its participation under <br />Ramsey County's entitlement, there are no advantages in doing so and would likely result <br />in less opportunities for grant funding. <br />Recommendation: <br />Staff recommends the Council adopt Resolution 6781, a resolution approving and <br />authorizing the execution of the restated and amended Joint Cooperation Agreement <br />between the Ramsey County Housing and Redevelopment Authority and the City of <br />Mounds View. <br />Respectfully submitted, <br />� 6AM-U <br />James Ericson <br />Community Development Director <br />
