He stated it is a benefit to the taxpayer to have <br />franchise fees and it may be appropriate to consider a sunset once the TIF Districts are closed. <br />Council Member Hull asked if the levy had to be increased because of revenue loss from the <br />franchise fees. Finance Director Beer stated that question is difficult to answer because the levy <br />was raised as far as the State allowed but, perhaps, less money was transferred from the Levy <br />Reduction Fund. <br />Council Member Hull asked about the status of the $700,000 saved from the street projects. <br />Finance Director Beer stated it was a budget number that was not spent. Council Member Hull <br />asked how the 1 % levy increase will be used.
