MEETING IS CALLED TO ORDER <br />2. PLEDGE OF ALLEGIANCE <br />3. ROLL CALL: Flaherty, Stigney, Hull, Mueller, Gunn. <br />NOT PRESENT: None. <br />4. APPROVAL OF AGENDA <br />A. Monday, October 12, 2009, City Council Agenda. <br />• MOTION/SECOND: Mueller/Hull. To Approve the Monday, October 12, 2009, agenda as <br />revised to add Item 6B, Introduction of Ms. Mounds View Senior 2009 Shirley Manson. <br />Ayes - 5 Nays - 0 Motion carried. <br />5. PUBLIC INPUT <br />Tom Winiecki, 2748 Sherwood Road, advised the Council that outcrops on Red Oak Road <br />restrict right hand turns and stated his opinion they need to be removed. He also stated his <br />objection to the infiltration system created on his neighbor's property, calling it the "Grand <br />Canyon of Mounds View," which he believed to be unsightly. <br />Public Works Director DeBar stated he met on site with Harvey Kowalzek, 2756 Sherwood <br />Road, about the infiltration swale twice before and twice after construction. He explained that <br />after modifications were made to lessen the impact, it was his understanding that Mr. Kowalzek <br />was satisfied. <br />Mayor Flaherty stated he will visit the property again and asked Mr. Winiecki to check with Mr. <br />Kowalzek to determine if there is still a problem. If so, staff will meet with Mr. Kowalzek to <br />resolve his concerns. <br />Council Member Mueller stated she visited the property after a significant rain event and found <br />the infiltration system had operated correctly. <br />
