To Waive the Reading and Adopt Resolution 7507, <br />Adopting Special Assessment Levy for Unpaid Administrative Offense Fines, Diseased Tree <br />Charges, and Unpaid Property Abatement Charges. <br />Ayes - 5 Nays - 0 Motion carried. <br />C. 7:15 p.m. Public Hearing: Second Reading and Adoption of Ordinance 836, <br />Vacating a Sanitary Sewer Easement at 2200 County Road 10. <br />Community Development Director Roberts presented staff's recommendation to adopt Ordinance <br />836 to vacate the sanitary sewer easement on The Mermaid property and to publish an ordinance <br />summary. <br />Mayor Flaherty opened the public hearing at 7:27 p.m. Hearing no public input, Mayor Flaherty <br />closed the public hearing at 7:27 p.m. <br />. Council Member Mueller asked whether utility fees have been paid for this property. Finance <br />Director Beer advised the fees have been paid. <br />MOTION/SECOND: Mueller/Stigney. To Waive the Second Reading and Adopt Ordinance <br />836, Authorizing a Vacation of a Sanitary Sewer Easement on the Mermaid Property, Located at <br />2200 County Highway 10, and authorize publication of a summary as authorized by City Charter <br />Section 3.07. <br />Mayor Flaherty asked what the City is giving up through this vacation. Community <br />Development Director Roberts explained the rights afforded to the City through an easement to <br />install utilities. However, with this easement the City never installed a sanitary sewer and has no <br />intention to do so in the future. <br />ROLL CALL: Stigney/Hull/Mueller/Gunn/Flaherty. <br />Ayes - 5 Nays - 0 Motion carried. <br />D. Resolution 7509, Approving an Agreement Renewal with Northwest Youth <br />and Family Services. <br />Clerk-Administrator Ericson explained that Mounds View has partnered with Northwest Youth <br />and Family Services (NYFS) for many years to provide services to benefit its residents and <br />• youth. He noted they have provided Mounds View with yearly reports detailing how they have <br />substantially leveraged the City's contribution to benefit its residents. Clerk-Administrator <br />
