Mounds View City Council January 23, 2006 <br />Regular Meeting Page 23 <br />• would be the main entrance and the police entrance, and the access points at the Community <br />Center would be the main entrance and the southwest entrance. Public Works Director Lee <br />stated that the reason for the card reading devices is to allow the City to control access to -the <br />buildings, in terms of when and who has access. <br />Public Works Director Lee stated that this system was planned to be installed with the City Hall <br />project; however, it would be more cost effective if the City did not have this item included in <br />the overall bid for the City Hall project. Public Works Director Lee stated that the City received <br />three quotes. The low quote was received from UHL in the amount of $17,800. <br />Public Works Director Lee stated that the Special Projects Fund is recommended to fund this <br />installation, should the City proceed with it. Staff recommends that the City Council approve <br />Resolution 6726. <br />Public Works Director Lee added as a note in the staff report, it talks about the City adjustment <br />that is included in some change orders. He stated that since this was not received until Friday of <br />last week, it will be included in the next meeting. <br />Councilmember Thomas asked if it is possible to retrofit and include indoor security points in the <br />future. <br />• Public Works Director Lee stated that it can be done at any time, but it is more cost effective to <br />do it now. He explained that it will save money to do it all at once; however, it can be done in <br />the future. He explained that access points could be included in the future, and the estimated cost <br />is $3,500 per access point. <br />Councilmember Thomas asked whether the appropriate wire can be run now for a possible <br />retrofit later. She asked if there is an additional cost on the setup now or if it can be done later. <br />Public Works Director Lee stated that is not part of the bids that were received. He explained <br />that wires could be added now to set everything up to add additional card reading points at City <br />Hall. He stated that there is a cost savings to do this now. He explained that this could be done <br />retroactively, and it would cost a little more because the contractor would have to go into walls, <br />ceilings and so forth. <br />Councilmember Thomas stated there will be places inside the building that are secure, and that <br />would be a way the City could have control of access at some of those points. <br />Councilmember Stigney asked if locations are identified to place the wire. Councilmember <br />Thomas stated it is easy to come up with possible locations. <br />Councilmember Stigney asked if staff had feelings about where the secured access points should <br />be and if there are areas known. <br />• <br />
