Mounds View City Council February 13, 2006
Regular Meeting Page 15
• I. Resolution 6740 Awarding a Construction Contract for the Random Park
Building Replacement Project
Director of Public Works Lee explained that the City Council approved the plans and
specifications for the Random Park Building Replacement Project and authorized the
advertisement for bids. He explained that the Council also approved an alternate design for the
parking lot.
Director of Public Works Lee noted that six bids were received and low bids were reviewed. He
stated that staff recommends awarding the contract to Jay Bros. Incorporated for the Random
Park Building Replacement Project. Staff recommends bid alternate B because of less grading
needed, addition of four parking stalls and lower cost than Bid Alternate A.
Councilmember Flaherty stated he preferred Bid Alternate B to control the traffic better.
Councilmember Gunn stated she preferred Bid Alternate B to bring traffic away from
playground, as it has always been a concern for her.
Director of Public Works Lee stated Staff has contacted the property owners adjacent to the south
and they do not have any issues with Bid Alternate B.
Mayor Marty stated his only concern was if the residents in area would have concern, and since
• they do not, Alternate B is a better all-around plan with site work needed and a bigger parking
lot.
MOTION/SECOND: THOMAS/GLTNN. To waive the reading and adopt Resolution 6740
Awarding a Construction Contract for the Random Park Building Replacement Project.
Councilmember Stigney stated it was a shame the bid from Olympic Construction fell through as
it went from $186,000 to $244,000.
City Attorney Riggs stated that based on information that the City has, there were clearly some
irregularities with the lowest bid.
Ayes - 5 Nays - 0 Motion carried.
J. Resolution 6737 Supporting the County Road 10 Trailway Project and
Consequent Department of Natural Resources Trailway Grant Application
Director of Public Works Lee explained that the City Council adopted a resolution authorizing
the preparation of a preliminary feasibility report and the selection of a consultant for the County
Road 10 Trailway, Lighting, and Landscape Project. He noted it is recommended the City
Council approve a resolution supporting the County Road 10 Trailway Project and consequent
. Department of Natural Resources trailway grant application.
