Mounds View City Council February 13, 2006 <br />Regular Meeting Page 19 <br />Mayor Marty stated it was not specified. <br />Councilmember Thomas stated it would be self-sufficient if it accomplished its purpose without <br />extra general funds subsidy. She stated it would need to fulfill its budgetary requirement without <br />having a subsidy in addition. <br />City Administrator Ulrich suggested that self-sufficient means financially self-supporting, and it <br />would pay for itself as much as possible. He suggested that the Council bring forward ideas of <br />how to increase self-supportiveness, and the Community Center task force will also look its <br />future. <br />Councilmember Gunn stated it should be self-supporting but it also should function as more of a <br />community center and being self-sufficient in meeting the goals of the community. She stated <br />the purpose of the Community Center is to serve the community and be self-supporting. <br />Councilmember Thomas stated there are different implications of self-supporting and self- <br />sufficient and she prefers the current wording. Mayor Marty concurred. <br />City Administrator Ulrich stated that it can be self-sufficient without being self-supporting, such <br />as receiving a subsidy from another source. <br />• Councilmember Gunn stated it is an outside source that funds are still being put into by the City. <br />Councilmember Stigney referenced the rules of conduct, and stated that they were not really <br />discussed too much at the retreat. He mentioned he has a problem with the wording or <br />interpretation of Rule 8, which states the City Council has authority to criticize or discipline <br />anyone. <br />Mayor Marty asked if there was Council consensus to take out the language of "and discipline". <br />The Council concurred. <br />Ayes - 5 Nays - 0 Motion carried. <br />8. CONSENT AGENDA <br />Councilmember Stigney asked to remove Item E, I, and J. Mayor Marty asked to remove Item G. <br />A. Licenses for Approval <br />B. Resolution 6727 Approval to Purchase on Replacement Squad Car, and One <br />Replacement Administrative Staff Car for the Police Department. <br />C. Resolution 6728 Authorizing to Advertise for a Police Officer Position. <br />D. Set a Public Hearing for Monday, February 27, 2006 at 7:05 pm to Consider <br />• an Amendment to the Belting Office PUD. <br />
