Mounds View City Council February 13, 2006 <br />Regular Meeting Page 26 <br />• Finance Director Beer noted that online bill payment will be explored in conjunction with the <br />new utility billing system that will accept alternate forms of payment such as credit cards, e- <br />checks, debit cards, etc. He noted the new accounting system can handle direct debits with no <br />additional charge, and online bill pay will be an additional cost for software and ongoing <br />maintenance fee. <br />Mayor Marty thanked Director Beer for doing a great job and he stated he appreciated all the <br />energy and enthusiasm he puts into his work. <br />Councilmember Stigney stated that Director Beer has done an excellent job since he has been <br />with the City and that Staff hopes he will stay on for a long time. <br />3. Red Oak Estates #3 Update <br />Community Development Director Ericson presented an update on Red Oak Estates #3. He <br />explained that information has been submitted to Public Works for a grading permit by the <br />Harstads. He stated that moving forward the Rice Creek Watershed District issue to be resolved, <br />and that additional information is needed from the City on the grading permit and that easement <br />areas needed to be addressed. <br />Director Ericson stated that he had discussions with Mr. Harstad to discuss the notions of the <br />swimming pool and tennis court and whether or not the City will require that to be installed. <br />• Director Ericson reported that it does not matter to Mr. Harstad one way or another, but it has to <br />be done in terms of original resolution and according to the judge. Director Ericson reported that <br />Mr. Harstad said it was not a selling feature for units, and the owners will have an association <br />with dues to maintain the tennis courts and pool. Director Ericson asked the City Council if they <br />want to take any action about this. He stated he wants to provide direction from Mr. Harstad <br />offering to provide equivalent to Parks and Recreation Department $68,000 cash to them. <br />Director Ericson noted feedback can be obtained from the six property owners to see what they <br />would like to see happen before taking action. <br />Director Ericson pointed out that the North Metro Home and Garden Show is February 25 and 26 <br />in the Schwan Center and he encouraged all City residents to attend as there will be several <br />vendors and lots of information. <br />C.
