Mounds View City Council Apri110, 2006 <br />Regular Meeting Page 18 <br />View BP located at 2155 Highway 10. <br />Assistant to the City Administrator Crane explained that a transfer of ownership was requested <br />on December 12, 2005. She noted that the City Council was made aware of Fire Code violations <br />at the Mounds View BP property at the December 12, 2005 Council meeting, and the matter was <br />to be readdressed once the property received a satisfactory fire inspection. She noted that the <br />property has received a satisfactory fire inspection from the Mounds View Fire Marshall. <br />Councilmember Flaherty stated he would have liked to see that the applicant exceeded the <br />requirements of the Fire code. <br />MOTION/SECOND: GUNN/THOMAS. To waive the reading and adopt Resolution 6693 <br />Transfer of Business Ownership from Elias Saman to Khalid Ahmed for a Tobacco and Gasoline <br />Business License for the Mounds View BP located at 2155 Highway 10. <br />Ayes - 5 Nays - 0 .Motion carried. <br />G. Resolution 6792 Awarding a Firm to Conduct a Salary Compensation Study <br />and Pay Equity Report for Mounds View City Employees. <br />City Administrator Ulrich explained that Staff received four proposals for the study. He <br />indicated that two interviews were conducted with the two lowest bidders, and both firms <br />indicated they could do the work satisfactorily. <br />City Administrator noted the apparent low bidder is Laumeyer & Associates with a total bid of <br />$11,000. <br />MOTION/SECOND: FLAHERTY/STIGNEY. To waive the reading and adopt Resolution 6792 <br />Awarding a Firm to Conduct a Salary Compensation Study and Pay Equity Report for Mounds <br />View City Employees. <br />Mayor Marty asked if the interview with Laumeyer and Associates came across well. <br />Councilmember Flaherty stated he was very impressed by both Mr. Laumeyer and Mr. Bredy, <br />and highly recommended approval. <br />Councilmember Stigney stated he was also impressed by Laumeyer and Associates. He noted <br />they were asked several difficult questions. He noted Springsted, Inc. had a problem with the <br />time frame and would cost more. <br />Mayor Marty liked the fact that Laumeyer and Associates met with City Staff to be more hands- <br />on, and that they are substantially more cost effective and their bid is all-inclusive of all <br />expenses. He stated he finds Laumeyer and Associates acceptable. <br />Councilmember Flaherty commented that Springsted was more than willing to interview <br />employees just as Laumeyer and Associates did. He stated he was much more comfortable with <br />
