Mounds View City Council April 24, 2006 <br />Regular Meeting Page 17 <br /> <br />Mayor Marty stated in the first discussions about buying out or relocating billboards, he stated he <br />would like to keep them out of town and he still maintains this. He stated they will be in the main <br />business corridor of Mounds View for 30 years. <br /> <br /> Ayes – 2 Nays – 3 (Flaherty, Marty, Stigney) <br /> <br />Amendment failed for lack of a majority. <br /> <br />Mayor Marty pointed out that the Ordinance states that billboards up to 45 feet in height are <br />allowed anywhere. <br /> <br />AMENDMENT MOTION/SECOND: GUNN/THOMAS. To restrict the billboard height on <br />County Road 10 to 35 feet, and restrict billboard height of all other sites to 45 feet. <br /> <br /> Ayes – 4 Nays – 1 (Marty) Amendment motion carried. <br /> <br />Councilmember Gunn stated that the design elements need to be added to the Ordinance. <br /> <br />AMENDMENT MOTION/SECOND: GUNN/THOMAS. To add the design elements to the <br />Ordinance. <br /> <br />Director Ericson indicated this would be added as Item I under Design Standards. <br /> <br />Councilmember Stigney stated that he would like to see a rendering, because the original concept <br />that was proposed for the golf course was quite a bit different than what was brought forward. <br /> <br />Councilmember Thomas stated that by putting this language it, it will require plans to be brought <br />to the Council when the billboard goes up. <br /> <br />Councilmember Stigney stated he does not know what the billboard looks like, so he cannot vote <br />for it. <br /> <br />Mayor Marty stated that when discussions were first held with Clear Channel, the Council did <br />not like having billboards. He commented that Clear Channel came to the City with cutting edge <br />billboards, and the City looked at four or five renditions. He noted that what the City ended up <br />with was not what the Council had previously authorized. He stated he would like to see the <br />renderings as to what is getting approved before the Ordinance is passed. <br /> <br /> Ayes – 3 Nays – 2 (Marty, Stigney) Amendment motion carried. <br /> <br />Councilmember Stigney stated that he no longer supports the original motion. He stated he <br />would like to get feedback from residents in regard to the location of the billboards. <br /> <br />MOTION/SECOND: STIGNEY/MARTY. To waive the reading and postpone indefinitely <br />Ordinance 769, an Ordinance Amending Chapter 1008 of the Municipal Code relating to Signs
