Review of Annual Storm Water MS4 Permit.
Surface Water Technician Fleischhacker presented the Annual Storm Water MS4 Permit, its
goals, and how those goals will be achieved. He explained that Mounds View's storm system is
classified by the PCA as an MS4. The permit has goals for best management practices (BMPs),
which are guidelines or programs to keep the storm water in the City clean. He advised there is a
community complaint line to address issues related to ponding in their yard, illegal dumping, etc.
The permit balances environmental concerns with public safety, outlines educational components
for staff and residents, and may involve educational brochures or training employees for the
City's hazardous spill and response program. Issues of direct concern to residents are household
clean up days and educational materials that are distributed to schools in surrounding areas to
show students the importance of storm water management. For the street sweeping program, the
City recently purchased a new sweeper to provide faster service with fewer people and using less
water. Surface Water Technician Fleischhacker advised that a complete list is posted on the
MPCA website or it can be received by contacting the storm sewer hotline. He advised of the
telephone number and explained this is important because it protects water bodies and streams
that residents value like- Spring Lake, Silverview Pond, and Silverview Park. It also provides
clean water for Rice Creek and downstream waters that provide for recreational activities.
•
