Mounds View City Council July 24, 2006 <br />Regular Meeting Page 22 <br />Mayor Marty asked the cause of the mold, Director Lee stated it was due to an irrigation system. <br />MOTION/SECOND: MARTY/GUNN. To waive the reading and adopt Resolution 6890 <br />Approving Change Order No. 2 for the Random Park Building Replacement Project. <br />Councilmember Stigney stated he does not agree with the expense. <br />Ayes - 4 Nays - 0 Motion carried. <br />K. Resolution 6874 Approving a Letter Agreement with the firm of Bonestroo, <br />Rosene, Anderlik, and Associates to Assist the City with a Traffic Study of <br />the Northwest Area of the City. <br />Director Lee reported this issue was brought up at July 10~' and at that time the estimated cost <br />was $43,420, which was not approved. Director Lee presented the Council with a revised <br />proposal with a reduced cost estimate of $28,850. <br />Director Lee explained the changes. He suggested reducing project meetings from four to two <br />under Task One, and to reduce Bonestroo personnel from three to two. He explained that under <br />Task Three, it has been suggested to delete the orientation and destination study for Groveland <br />and Eastwood Drive. He suggested the City reduce number of site visits, reduce alternates from <br />six to three, and for Task 10 and 11, reduce the number of meetings. He stated the Council could <br />hold a work session/neighborhood meeting, and have Staff vs. Consultants present the final <br />report. <br />Councilmember Flaherty returned at 10:05 p.m. <br />David Jahnke, 8428 Eastwood Road, asked who requested the traffic study. He stated traffic has <br />not changed too much and suggested the traffic study be done when Medtronic is finished. He <br />stated he does not understand why it would be done now and believes it should be done when <br />Medtronic is finished. <br />Mayor Marty stated the study is more involved. He stated that he would rather run traffic <br />counters across the streets and then determine traffic after Medtronic is finished. Mr. Jahnke <br />agreed. <br />Councilmember Gunn stated that residents requested the traffic count. She asked if the purpose <br />of the study is to determine what is going on regarding traffic in the City, and asked what the City <br />will do with the numbers once they get them. <br />Director Lee addressed the Medtronic question and stated there was a traffic study done as part of <br />the Medtronic development. He stated that those projected numbers would be incorporated into <br />the proposed traffic study. He stated that waiting would cost more money to do changes to <br />• certain areas so that the roads are done before Medtronic is in. He stated the study would <br />determine what needed to be done as far as Medtronic is concerned. <br />
