Mounds View City Council August 28, 2006 <br />Regular Meeting Page 13 <br />• <br />Councilmember Thomas stated that the language needs to be a summary and easily understood <br />by the general public. <br />Mayor Marty asked why the change would not go into affect until March 2007. Mr. Thomas <br />stated that after discussing the issue with Finance Director Beer, it was determined that March <br />would be the best time for it to be implemented so the budget would not be completely affected. <br />He stated it will take affect before the next budget cycle, but after the current budget cycle is <br />completed. <br />MOTION/SECOND: STIGNEY/GUNN. To waive the reading and adopt Resolution 6921 <br />Approving Ballot Language in Regard to Chapter 7 of the Mounds View Charter. <br />Ayes - 5 Nays - 0 Motion carried. <br />F. Resolution 6922 Approving the 2006-2007 AFSCME Union Contract <br />City Administrator Ulrich stated that the item is presented for approval approving labor <br />agreement with AFSCME union, which represents a number of employees at the City. <br />City Administrator Ulrich stated the principal items are wages and insurance. He noted wages <br />• and insurance coverage are proposed to be the same as the other non-union employee groups. He <br />stated that the different item is Number 11, the Wage Re-opener. <br />City Administrator Ulrich stated Staff is recommending approval of the Contract as outlined in <br />the Resolution. <br />Councilmember Flaherty said the HR Committee worked on the contract and stated that the <br />objective was to bring all contracts in line with each other. He stated it is an excellent contract <br />and the only thing was the wage re-opener, which states that wages can be adjusted in accordance <br />with wage equity laws. <br />MOTION/SECOND: FLAHERTY/THOMAS. To waive the reading and adopt Resolution 6922 <br />Approving the 2006-2007 AFSCME Union Contract. <br />Mayor Many thanked the HR Committee, Mr. Ulrich, Ms. Crane, the Union Representatives and <br />Union for working out the contract. <br />Ayes - 5 Nays - 0 Motion carried. <br />G. Resolution 6923 Step Increase for Heidi Heller, Mounds View Planning <br />Associate and Peter Bening, Mounds View Police Officer. <br />City Administrator Ulrich read the resolution. <br />
