Mounds View City Council October 9, 2006 <br />Regular Meeting Page 5 <br />1 <br />2 Finance Director Beer said the owner must prepay between October 10, 2006 and November 10, <br />3 2006 to avoid paying additional interest. He added that after November 10, 2006 interest at the <br />4 rate of 6.0% will accrue from November 10, 2006 through the payment date. <br />5 <br />6 Mayor Marty opened the public hearing at 7:24 p.m. <br />7 <br />8 Hearing no comment, Mayor Many closed the public hearing at 7:25 p.m. <br />9 <br />l0 Councilmember Thomas stated the property owner is focusing on recovering the fines from the <br />11 original property owner. Finance Director Beer stated both property owners were noticed and the <br />12 hope is both owners can work out the payment of the fees. <br />13 <br />14 Mayor Marty asked if the property had been sold and closed. He asked how the City could assess <br />15 the fee if there is a new owner. Finance Director Beer replied that the fee is assessed against the <br />16 property, not the owner, and assessing the current owner is the only way to recover the costs. He <br />17 stated it is the City's hope the pervious and new owners can work out the issue. <br />18 <br />19 Mayor Marty stated the previous owner said he had been burned by his renter and expressed his <br />20 opinion that the new owner could be burned by the previous owner. He stated that regardless of <br />21 the owner, the City did incur the cost. <br />22 <br />.23 Finance Director Beer stated an attempt was made to contact the new owner through the title <br />24 company, but no contact could be made. <br />25 <br />26 MOTION/SECOND: MARTY/FLAHERTY. To waive the reading and adopt Resolution 6944 <br />27 Adopting a Special Assessment Levy for Charges abating a nuisance condition at 5200-02 <br />28 Raymond Avenue. <br />29 <br />30 Ayes - 5 Nays - 0 Motion carried. <br />31 <br />32 E. 7:25 pm Public Hearing, First Reading and Introduction of Ordinance 780, <br />33 an Ordinance Approving Modifications to the Official City Wetland Zoning <br />34 District Maps <br />35 <br />36 Director Ericson explained that this item would bring forward an updated series of map <br />37 illustrating the City's wetlands based on City code that was adopted in 1982 designating wetlands <br />38 as protected areas. <br />39 <br />40 Director Ericson stated that the maps provide the City the ability to oversee the 100-foot buffer <br />41 zone around wetlands. He stated that the maps were authorized by the Council and are much <br />42 more current. <br />43 <br />r 1 <br />
