She then said that the results certify <br />that Rob Marty is elected to a two-year term as Mayor and Al Hull and Carol Mueller shall be <br />elected to four year terms as City Council Members. <br />Ms. Crane explained that the Charter Amendment passed and thanked all the election judges for <br />the assistance with both the primary and general elections. <br />MOTION/SECOND: Flaherty/Gunn. To Waive the Reading and Approve Resolution 6964, <br />Canvass of the 2006 General Election. <br />Mayor Marty thanked everyone who turned out to vote to make this a good and valid election for <br />the City. <br />Ayes - 5 Nays - 0 Motion carried. <br />City Administrator Ulrich commended Ms. Crane for the work that she did working on the <br />elections noting that he received a lot of good feedback from residents and election judges on <br />how well the election was run. <br />B. County Update: Commissioners Bennett and Parker <br />• County Commissioners Bennett and Parker addressed the Council and announced that the <br />County has maintained its AAA bond rating. <br />Commissioner Parker reviewed the work being done with the libraries throughout the County and <br />noted that they will continue to update the Council on the Library Committee. <br />Commissioner Parker indicated that the budget, revenues and expenditures went up by about 2% <br />noting that was due to a loss of federal funding. <br />Commissioner Bennett indicated that 85 to 87% of their budget is mandated. He then said that <br />the old public works site was sold and the County Manager was going to use $2.5 million to hold <br />the budget down but that was one-time money and meant that the budget would have to be raised <br />the following year. So, that money was designated to a special account to be used for public <br />works and infrastructure for one time projects such as the stoplight request at County Road H and <br />Silver Lake Road. <br />Commissioner Bennett indicated that Chief Summer was the first to use the 800 megahertz <br />system and it will be transitioned to other cities. <br />Police Chief Somer said that the radio is clear and the distance and coverage have greatly <br />improved. He then said that the transition was smooth. <br />. Commissioner Parker updated Council on the potential pandemic bird flu and explained that <br />Ramsey County has been working out an emergency plan in the event that does happen. She then <br />
