Mounds View City Council November 13, 2006 <br />Regular Meeting Page 4 <br />Mayor Marty indicated that in the spring there are issues the City hears about with street <br />sweeping and mowing in the summer and he would like to coordinate that to eliminate some of <br />the calls in the coming year and keep the debris out of the storm sewer. <br />Mayor Marty thanked the Commissioners for their time and responsiveness to the City. <br />7. COUNCIL BUSINESS <br />A. Second Reading and Adoption of Ordinance 780, an Ordinance Approving <br />Modifications to the Official City Wetland Zoning District Maps <br />Community Development Director Ericson explained that this is the third time this item has been <br />before Council. He then said that the new maps were reviewed and a number of long discussions <br />were held relating to the policy and the regulations associated with wetlands in Mounds View. <br />He further said that all of the wetlands are protected by a 100 foot buffer area. Some residents <br />were not aware of this which is why everyone within 100 feet of a wetland received a notice to <br />raise awareness. <br />Director Ericson indicated that the original maps had not been updated since the 1980s and this <br />update is to accommodate changes due to development and natural changes in the wetlands. <br />Director Ericson indicated that there were a few changes including the wetland buffer being <br />removed from Spring Lake, the buffer was removed from the storm water pond at county Road <br />10 and Spring Lake Road, the buffer was removed from numerous ditches throughout the <br />community as the intent was to buffer wetlands not a drainage ditch. He further explained that <br />the buffer was removed from judicial ditch number 1 that flows under Lois Drive. <br />Director Ericson indicated that the wetland just outside the City's borders in Spring Lake Park <br />affects the City because the buffer extends into this community and that was removed. <br />Director Ericson indicated that the buffer on the new wetland on Ardan Road was removed and <br />explained that the research shows the definition of a wetland to include more than one acre. He <br />then read the Code definition for the Council. He further commented that the key phrase was the <br />area over one acre in size so the question is whether to follow the Code as written which means <br />that there are three wetlands that would not require buffering. <br />Director Ericson provided information on the three wetlands to consider. The first one is in <br />Hidden Hollow that was recently delineated but it does not meet the threshold of more than one <br />acre. The second is the wetland brought up by Carol Mueller at the last meeting. The third is the <br />storm water pond along Quincy. He then explained that Rice Creek would maintain jurisdiction <br />over these wetlands but, if they are removed from the Ordinance, the City would not maintain the <br />100 foot buffer from these wetlands. <br />Director Ericson asked that Council approve the Ordinance Summary for publication along with <br />the Ordinance approval. <br />
