Mounds View City Council August 14, 2006 <br />Regular Meeting Page 22 <br /> <br />6904, Severance Payment for Jodi Salmonson, Mounds View Receptionist. <br /> <br />Ayes – 4 Nays – 0 (Stigney absent) Motion carried. <br /> <br />L. Resolution 6912 Authorizing a Step Increase for Mark Beer, Mounds View <br />Finance Director <br /> <br />Assistant to the City Administrator Crane stated Mark Beer is a current employee with the City <br />of Mounds View and his supervisor has recently reviewed his performance as it relates to his job <br />description. She explained that it was determined Mark Beer has more than satisfactorily <br />performed in the capacity of his position, and therefore, a step increase wage adjustment is <br />consistent with the Mounds View Personnel Manual. <br /> <br />Assistant to the City Administrator Crane stated Staff recommends approving Mark Beer’s step <br />increase in accordance with the Mounds View Personnel Manual. <br /> <br />MOTION/SECOND: GUNN/THOMAS. To waive the reading and adopt Resolution 6912, <br />Authorizing a Step Increase for Mark Beer, Mounds View Finance Director. <br /> <br />Ayes – 4 Nays – 0 (Stigney absent) Motion carried. <br /> <br />Councilmember Stigney returned to the meeting. <br /> <br />M. Resolution 6915 Authorization to Hire for a Receptionist in the <br />Administration Department. <br /> <br />Assistant to the City Administrator Crane stated the position is currently vacant and due to this <br />vacancy it is becoming to maintain customer service levels. She noted the position is Hay <br />Pointed at 169 and the position is currently an AFSCME union position and the City is currently <br />in labor negotiations for a new 2006-2007 contract. <br /> <br />Assistant to the City Administrator Crane stated Staff was given permission at the August 7, <br />2006 Work Session to advertise for this position. She noted the position is currently advertised <br />on the City’s website and on the League of Minnesota Cities’ website. She explained that in <br />addition, the position would also be advertised in the Sunday edition of the Pioneer Press and in <br />next week’s edition of the Mounds View/New Brighton Bulletin. <br /> <br />Assistant to the City Administrator Crane stated the top candidate would start at Step One, <br />progress to Step Two in six months, to Step Three after twelve months, Step Four after twenty- <br />four months and finally Step Five after thirty-six months of employment in accordance with the <br />Mounds View Personnel Manual and current AFSCME Labor Agreement. She noted that as <br />stated previously, AFSCME is in negotiations with the City for a new 2006-2007 contract, and <br />the starting salary will be in accordance with the most current AFSCME Labor Agreement. <br /> <br />Assistant to the City Administrator Crane stated that due to the present personnel levels at the
