Mounds View City Council August 14, 2006 <br />Regular Meeting Page 6 <br /> <br />Councilmember Gunn stated this is supposed to be the second reading. She stated that the <br />Council gets to the point where the ordinance should be approved, and all of the sudden there are <br />new issues. She stated it seems to delay issues that should be considered. She added that the <br />City seems to be doing this quite often. <br /> <br />Mayor Marty responded that he would like to get the ordinances right the first time, rather than <br />amending or changing the ordinance at a later date. Councilmember Gunn suggested the Council <br />do more homework so such issues do not have to be tabled or postponed several times. <br /> <br />Councilmember Thomas stated that she has no problem postponing discussion if there are <br />potential changes. She stated she does not believe, however, that the ordinance will change and <br />this cannot support waiting any longer. <br /> <br />Councilmember Flaherty stated he would like to compare the ordinances before the current <br />ordinance is approved. <br /> <br />Ayes – 1 Nays – 4 (Stigney, Thomas, Marty, Gunn) Motion failed. <br /> <br />MOTION/SECOND: THOMAS/GUNN. To waive the reading and adopt Ordinance 773, an <br />Ordinance Amending the Zoning Code Relating to Landscaping, Fences and Retaining Walls <br />until after review of the ordinance regarding pools. Second Reading and Adoption of Ordinance 776, an Ordinance Adopting the <br />Five Year Financial Plan (ROLL CALL VOTE) <br /> <br />Finance Director Beer explained that the City Charter requires an annual five-year finance plan <br />adopted by ordinance. He explained there were a few changes since the work session and regular <br />council meeting. He stated the general fund is now in balance and is reflected in the plan. He <br />recommended adoption of the ordinance <br /> <br />Mayor Marty added that the ordinance is a five-year plan, but will not lock the City into the plan. <br /> <br />MOTION/SECOND: GUNN/THOMAS.
