Mounds View City Council February 25, 2008 <br />Regular Meeting Page 3 <br />• <br />Ayes - 5 Nays - 0 Amendment carried. <br />Council Member Mueller indicated that this charitable gambling permit allows to work within <br />the confines of the state, and this would be a permit for the City, and that is why the City can <br />review this in three month's time to make sure things are going well. <br />Attorney Riggs indicated that Council is required, under the statute, to pass a resolution stating <br />that this can go on. The Council has the power to do this and require quarterly review. This is an <br />interim permit that the Council could revoke if this is not working. He further said that he is not <br />sure it would pass through the state, however. <br />Mayor Marry suggested that Council move forward as discussed and informed the Applicant to <br />report to Council if there is an issue with the state. <br />Ayes - 5 Nays - 0 Motion, so amended. <br />B. Second Reading and Adoption of Ordinance 802, an Ordinance Amending <br />Chapter 1012 of the Mounds View Municipal Code Relating to Inspection <br />and Licensure of Rental Dwellings <br />• Housing Inspector Anderson reviewed his report with Council and noted that Staff sent the <br />Ordinance to the City Attorney for final legal review, and a few grammatical changes have been <br />made. None of the changes were substantive. <br />Housing Inspector Anderson noted that the licensing will continue to be for 12 months beginning <br />in September. Staff recommends the second reading and adoption, and approval of publishing an <br />Ordinance summary. <br />Council Member Mueller said that given the problems that every community is experiencing <br />with foreclosures, she thinks the City needs to get something approved right away. <br />Council Member Mueller suggested increasing the re-inspection fee to be raised to $75.00. <br />Housing Inspector Anderson indicated that there would be further discussion on fees at an <br />upcoming work session. <br />Mayor Marty noted that a property owner with a bad renter or renters could come to the City for <br />help with that situation. He then thanked Staff for the report. <br />Mayor Marty commented regarding Page 5 on total area for parking. He then said that there are <br />so many spaces required per unit for the apartment houses now, and there has been an issue with <br />• a house being rented on Eastwood, because people park on the lawn and all over. He further said <br />that this needs to be addressed based on the number of bedrooms to ensure adequate parking. <br />
