Mounds View City Council August 25, 2008 <br />Regular Meeting Page 6 <br />Council Member Stigney said that the parking concerns him and the size of the building is not <br />right for this location. <br />MOTION/SECOND: Marty/Mueller. To Postpone to the September 8, 2008 City Council <br />Meeting. <br />Ayes - 5 Nays - 0 Motion carried. <br />2. Consider Resolution 7321, a Conditional Use Permit, Development <br />Review, and Preliminary Plat for a Senior Housing Development on <br />Properties located at 2865 County Highway 10 and 7980 & 8020 <br />Groveland Road <br />Because consideration of the First Reading of Ordinance 813 was postponed, the council did not <br />take action on this item. <br />B. Second Reading and Adoption of Ordinance 811, an Ordinance <br />Implementing a Franchise Fee on CenterPoint Energy Natural Gas <br />Operations within the City of Mounds View. <br />Finance Director Beer explained Ordinance 811 establishing the Franchise Fee on CenterPoint <br />Energy natural gas operations. Staff is suggesting extending the sunset to December 30, 2012. <br />Mayor Marty opened the public hearing at 9:10 p.m. <br />Charlie Hall of the Mermaid handed out information to Council. Council reviewed the <br />information. <br />Charlie Hall said that their business is down due to the smoking ban and the $12,000 in <br />franchise fees affects them. <br />Mr. Hall said that the fee that is so easy for Council to extend, drastically affects his business. <br />He then asked Council to consider eliminating the fee. <br />Tim Roche, President of the Twin Cities North Chamber of Commerce addressed the Council <br />regarding the franchise fee. <br />Bruce Sherve of CARS Bike Shop addressed Council and said that he has a lot in common with <br />Mr. Hall. <br />Pat Whelan said that the difference in New Brighton versus Mounds View for business owners <br />is unfair because of the franchise fee. He then said that it would be more fair to find a way to <br />equitably tax all residents not just business owners. <br />
