Resolution 7370 Adopting the 2009 Tax Levy <br />2. Resolution 7371 Adopting the 2009 Budgets for All Funds <br />Hearing no public comment, Mayor Marty opened the public hearing at 7:15 p.m.. <br />Hearing no public comment, Mayor Marty closed the public hearing at 7:16 p.m. <br />MOTION/SECOND: Mueller/Marty. To Waive the Reading and Approve Resolution 7370, <br />Adopting the 2009 Tax Levy. <br />Finance Director Beer noted that the 2009 tax levy represents a 1% reduction over last year's <br />levy. <br />Council Member Mueller asked that the Resolution be read. <br />Finance Director Beer read Resolution 7370. <br />• Mayor Marty noted that he and Council Member Stigney have sat on the Council in less than <br />ideal years but, over the last three to four years there has been a 0% tax increase. He <br />complemented everyone on their hard work to reduce the City levy by 1 %. <br />Ayes - 5 Nays - 0 Motion carried. <br />MOTION/SECOND: Marty/Mueller. To Waive the Reading and Approve Resolution 7371, a <br />Resolution to Adopting the 2009 Budgets for All Funds. <br />Council Member Stigney said that the franchise fees were cut by $39,000 but instead of reducing <br />expenses the money was taken out of the levy reduction fund. The majority of this cut goes to <br />businesses and he feels that this is an inappropriate way to use the levy reduction funds of the <br />residents. <br />Council Member Flaherty said that anytime taxes are reduced it is a good time. <br />Council Member Mueller noted that roughly $17,000 was saved by residents but with the <br />franchise fee reduction that it cost the residents $39,000 that was taken from the levy reduction <br />fund. <br />Fee reduction is not helping us pay for the street and utilities project we have as a top priority. <br />• Council Member Flaherty said that the money was intended to be used to lower the levy. <br />
