3 . Transportation and Transit Funding Bleeds <br /> a . Advocate for additional user fee based transportation funding for road and transit projects that <br /> provide support for economic development , reduce adverse effects of congestion and enhance <br /> mobility. <br /> b . Provide high-level support for NMMA member Coalitions advocating for specific projects . <br /> c. Participate with the Minnesota Transportation Alliance and other interested organizations to <br /> advocate for transportation policy changes that benefit member Cities , including : <br /> i . Extend Design/Build options to Cities and Counties <br /> ii . Revised Fund Distribution Formulas <br /> iii . Metro Council Plans and Policies <br /> d . Assist the City of Mounds View in securing construction of additional sound barriers on TH 10 . <br /> e . Support other city specific projects as requested and appropriate . <br /> 4 . Housing Issues <br /> a . Advocate for changes to Group Home housing legislation to provide greater City ability to manage <br /> adverse impacts . <br /> b . Advocate for new tools to be created to assist local units of government deal with housing <br /> foreclosure issues . <br /> c. Educate legislators about the changing character of residential neighborhoods resulting from state <br /> and national economic trends and policies , and advocate for measures that will promote <br /> neighborhood stabilization and preservation of community character such as : <br /> i . Return the tax classification for non-homesteaded property to its pre-2001 rate <br /> ii . Grant local authority to limit proliferation of rental properties in single-family neighborhoods <br /> where certain conditions exist <br /> iii . Support inter-jurisdictional tracking of "bad actor" rental property-owners and allow for <br /> denial/revocation of operating licenses where performance dictates <br /> 5 . Legislative Candidate Forums <br /> a . Organize and conduct Legislative Candidate Forums leading to each November General Election . <br /> b . Prepare Issue Briefing Papers on priority topics , <br /> c . Engage and educate incumbents and challengers on critical issues facing NMMA member <br /> communities during Forum process . <br /> OBJECTIVE #2 : .Strengthen the NMMA Organization <br /> 1 . NMMA Advocacv <br /> a . Build on the strengths of the NMMA Organization , including : <br /> i . Schedule Board meetings with informative learning opportunities , <br /> ii . Maintain rigorous discussion and review of progress by the Operating Committee , <br /> iii , Expand involvement of the Community and Business Partners . <br /> 2 <br />
