She added she has <br />no <br />problem with directing Staff, but does not feel <br />a resolution is the <br />proper method for that direction. <br />Councilmember Blanchard also expressed <br />concern that <br />in following the direction of the resolution, <br />tuch timeso <br />would <br />hat officeefficiencyncouldpsuffer. <br />She added <br />the resolution is vague and nebulous, and could <br />possibly be used as a method of harrassment. <br />Councilmember Hodges stated he did not feel the <br />resolution <br />was necessary, and would prefer a memo <br />of understanding, which could be reviewed during <br />the yearly evaluation. <br />Councilmember Doty stated he felt this was a Council <br />resolution, not Charter <br />action, and is not meant <br />to be intimidating. <br />Councilmember Forslundof <br />understanding could slost dh a nand <br />get intheeshuffle,lt <br />she did not see any problem with having a resolution, <br />it <br />as will be brought back each year for review and <br />could be changed then. <br />
