At present no lands meeting either of <br />these two criteria have been identified. <br />Coordination with The "Preliminary Noise Analysis Report" will be <br />Local Officials furnished to federnl, dale, regional and local officials <br />us well as made nvailable to the general public for <br />inspection. Comrnerlls received on the Prcllminary <br />Noise Annlysis Report Its well as the draft EIS will be <br />reviewed and where desirable, incorporated into the <br />preliminary design plans for the selected alternative <br />_ - and into the finnl EIS. Public input (i.e. citizens and <br />municipalities) will be used in the development of the <br />noise abatement plans. The comments will provide <br />input into the "Final Noise Analysis Report" which will <br />also be furnished to local municipalities having <br />jurisdiction along the selected alignment. <br />_ MOOT has furnished all cities, counties, and regional <br />development commissions in Minnesota with copies of <br />— "The Audible Landscape." This handbook provides <br />guidance for land use planning, plat layout, and building <br />design for compatible development near traffic noise. <br />Additional copies are available upon request. <br />- Proposed plats for land adjacent to all Minnesota Stale <br />Highways are submitted to the department for review <br />prior to plat approval. When a potential for noise <br />impact is identified in the review process, it is noted in <br />lie review comments to insure that the approving <br />authority is aware of an existing or possible highway <br />noise impact on proposed noise sensitive areas. <br />Summary Preliminary analysis indicates that (with noise <br />abatement measures) achievement of the MPCA <br />daytime noise standards is feasible for most locations <br />along ::ithcr the Relocated TH 10 or Upgraded TH 10 <br />alignment. The No Build Alternative results in levels <br />exceeding the MPCA daytime standards for most <br />locations along the existing TH 10 alignment. <br />Achievement of the MPCA nighttime noise standards <br />165 <br />
