Mounds <br />View City Council <br />July <br />12, 1982 <br />Regular <br />Meeting APPED-----Page-Two---------------------------- <br />---- <br />---- <br />Mayor McCarty stated he was concerned that a time <br />frame was not stipulated in the agreement, and <br />questioned what could happen if the funds ran out <br />before the project was completed. Attorney Meyers <br />advised that a completion date should be <br />stipulated. <br />Motion/Second: McCarty/Doty to table the joint <br />powers agreement with Circle Pines until the time <br />frame provision in the contract is resolved. <br />5 ayes 0 nays <br />Motion/Second: Doty/Forslund to adopt Resolution <br />o. an waive the reading. <br />3 ayes 2 nays <br />Councilmembers Blanchard and Hodges voted against <br />the motion. <br />Councilmember Blanchard stated the purpose of the <br />resolution was to establish more guidelines for the <br />Clerk/Administrator position, and suggested that <br />if there are going to be additional duties, the <br />Charter Commission and the public should have some <br />input into the decision. She added she has no <br />problem with directing Staff, but hues not feel <br />a resolution is the piuper method for that direction. <br />Councilmember Blanchard also expressed concern that <br />in following the direction of the resolution, so <br />much time would be spent in Daperwork and logs <br />that office efficiency could'suffer. She added <br />the resolution is vague and nebulous, and could <br />possibly be used as a method of harrassment. <br />Councilmember Hodges stated he did not feel the <br />resolution was necessary, and would prefer a memo <br />of understanding, which could be reviewed during <br />the yearly evaluation. <br />Councilmember Doty stated he felt this was a Council <br />resolution, not Charter action, and is not meant <br />to be intimidating. <br />Councilmember Forslund stated she felt a memo of <br />understanding could get lost in the shuffle, and <br />she did not see any problem with having a resolution, <br />as it will be brought back each year for review and <br />could be changed then. <br />Approve Join` <br />Powers Agret <br />with Circle . <br />for a Trails <br />System Master <br />Plan <br />Motion Carried <br />7.
