Pauley, Clerk -,Administrator <br />Gentlemen: <br />Enclosed please find a Memorandum prepared by me dated May 15, <br />1978, whichdiscusses the relationship between the comprehensive plan <br />and the zoning ordinances in force in the City. You will note that <br />I urge the City to take steps to have the zoning ordinance conform <br />to the comprehensive plan. I concluded that it is the zoning ordinances <br />that regulate the use of property and that the comprehensive land use <br />plan will not regulate the use of property until the zoning ordinances <br />implement said plan.
