R/�i0 <br />MEMO TO: Mayor and City Coin, <br />FROM: Clerk-Administrato, <br />DATE: September 23, 1982 <br />SUBJECT: APPLICATION FOR RESTAURANT LICENSE AND TRANSFER OF <br />ON -SALE LIQUOR LICENSE FROM RICHARD AND MARLENE <br />POVLITZKI/dba POVLITZKI'S,ON 10 TO DONALD W. BAKER, <br />JOSEPH M. BAKER, AND PATRICK A. CONROY, JR./dba <br />GOPHER -SHAMROCK, INC. <br />Attached please find copies of brief biographical histories and <br />reference listings for the individuals requesting the restaurant <br />license and transfer of the on -sale liquor license for Povlitzki's <br />on 10. Due to a misunderstanding of the desires of the City <br />Council, a listing of neighbors in the area of Conroy's Bar and <br />Lounge were provided rather than letters of reference as was <br />requested by the Council. <br />Members of the Police Department contacted four individuals who <br />reside within one and a half blocks of Conroy's Bar and Lounge, <br />with all four indicating that Conroy's is a well run business <br />and that they had no complaints regarding its operations. The <br />Police Department and staff also contacted various references <br />provided by the three individuals and in all cases were informed <br />that these individuals are reputable and that they would have no <br />hesitation recommending these individuals for an on -sale liquor <br />license in the City of Mounds View. <br />Also, the City has been advised that Mr. Joseph M. Baker will be <br />the named licensee and the Manager of Povlitzki's on 10, with <br />Mr. Patrick Conroy, Jr., assisting him in the management of the <br />operation. <br />Should Council require any additional information on any of these <br />individuals or their application for licenses, please advise. <br />Attachments <br />
