MEMO TO: The Mounds View City Council
FROM: Bruce K. Anderso , r
Parks, Recreation es
DATE: September 29, 1982
RE: Dump Truck Proposals
This is just a short note to follow up on my staff memo dated September 13, 1982
regarding staff's progress regarding the purchase of a new or used dump truck.
As you are aware, staff's initial objective was to purchase a new one ton dump
truck with the $8,500.00 in revenue sharing budgeted for a 3/4 ton park vehicle
plus the $1,500.00 budgeted for the boom sprayer for the workmaster plus the
Public Works Department has indicated that they would allocate an additional
$4,500.00 - $5,000.00 that they had budgeted for the purchase of a small vehicle
in the Building Inspection division. Since that time, staff has met with City
Mechanic Schmidlin and Superintendent Kardell to discuss potential specifications
for the purchase of a new one ton dump truck and we have secured two informal
bids to determine whether or not a new truck would be feasible. As can be seen
by t111 dLL 11c'd proposals, thc^ fea'a16117t, , of purchasing a new truck, as per
our specifications, within the $15,000.00 allotment could easily be accomplished.
In addition to pursuing the purchase of a new one ton dump truck, staff has
followed up on a number of leads for used vehicles as per our past memo dated
September 13, 1982. The three used vehicles that we looked at were at Rosedale
Chevrolet, Granger's on Highway 65 and through a private party Mr. Robert Westland.
All three vehicles were larger than staff has requested, as they have two ton
chassis with full sized dump boxes except for the vehicle owned by Mr. Westland.
The vehicle located on Central Avenue by Granger's is a 1976 Ford F-600 which
apparently had recently been overhauled although they have no records indicat-
ing such. The vehicle currently has 92,600 miles and would be in need of new
tires all around with an asking price of $5,900.00. This vehicle would be a
two ton dump truck similar to our existing vehicle with a full size dump box.
The dump truck at Rosedale Chevrolet is a 1968 C-60 Chevrolet with over 100,000
miles and has a current asking price of $3,000 - $4,000. Both vehicles, as can
be noted by the mileage, have been used extensively and would be almost identical
vehicles to the city's existing two ton dump truck.
Mr. Westland is selling a 1978 Chevrolet two ton dump truck with a four -speed
manual transmission and two speed rear axle which has a contractor's dump box
with sides that flip down which would be more ideal for the type of vehicle
the city is looking for. The contractor's box is 12 feet in length and the
vehicle has approximately 42,000 miles. Mr. Westland is asking $10,000.00 for
his particular vehicle. Again, although this dump truck has the type of con-
tractor box staff would be specing, the two ton chassis is twice as large as
would be needed.
It should be noted here that the major reason staff has requested a one ton
dump truck with a contractor's box is for what we would define as the in between
chores or tasks that a Public Works Department has, i.e. dumping trash on a
weekly basis, picking up sand and ag lime in the one - two ton range, moving
playground equipment, transporting people and generally used as an all around
city vehicle. We would envision that the vehicle would be used on a daily basis
