MEMO TO: Clerk -Administrator and City Council <br />FROM: Director of Public Works/CommuniLy Ucvelopment <br />DATE: June 23, 1983 <br />SUBJECT: PROPOSED EXCAVATION/FILL - 3048 County Road 11-2 <br />An application was received from Mr. Willard (taro, 3048 County Road <br />H-2, to place approximately 10,000 cubic yards of clean fill sand on <br />his property. Specifically, the applicant is proposing to strip all <br />of the vegetation within the 208 foot by 438 foot• area, remove the <br />organic material as deep as necessary (a report by Twin City Testing <br />dated 1976 found organic matter, at the deepest, to 1§ feet), add 3 <br />feet of clean, sand fill, then replace the organic matter to the top of <br />the clean sand fill and finally seeding the area. The entire level of <br />the area will be ultimately raised 3 feet. Drainge is still proposed <br />to the ditch which runs along the south property line. The land <br />encompassed by County Road H-2, Knollwood Drive, Woodale Drive and <br />the City's west border is not affected by either the wetland or flood - <br />plain ordinances. When development occurs, however, Ordinance No. 49A <br />will be required. Since the area,is low, filling would occur with any <br />type of development of the area. The area is presently drained by a <br />ditch along the south side of the property cast to a conduit and then <br />south in the conduit to Spring Creek (see attached system map). <br />1 <br />The object of filling the property is undoubtedly to make it more develop- <br />able for the future. Filling the property would not pose any threat or <br />problem for other property around it provided it drained in the same <br />manner. <br />STAFF RECOMMENDATION: Approve the fill permit subject to the following: <br />1) Side slopes not to exceed a 3:1 slope. <br />2) Setback of slopes to be a minimum of 5 feet from property <br />lines and 10 feet from ditch; <br />3) Cash escrow of $2,000; <br />4) Rice Creek Watershed District• permit approval; <br />5) Erosion control measures for both water and wind to be in <br />place until revegetation has occurred; <br />or table for further considerations or review. <br />/bc <br />Attachment <br />
