MEMO TO: Mayor and City Council <br />FROM: Clerk -Administrator <br />DATE: June 29, 1983 <br />SUBJECT: ADEQUACY OF LICENSE AND PERMIT FEES <br />Staff has reviewed all City established license and permit fees <br />based on a review of costs experienced by the City at the present <br />time, as well as the municipal fee survey recently published by <br />the Association of Metropolitan Municipalities. Staff has deter- <br />mined that all license and permit fees charged by the City of <br />Mounds View are reasonable both on the basis of costs experienced <br />by the City and charges levied by other metropolitan municipalities. <br />An issue that was raised during staff review of the adequacy <br />of license and permit fees was one identified in the municipal <br />fee survey distributed by the AMM relating to the charging for <br />the distribution of minutes and agendas to individuals other <br />than those immediately related to the operation of City govern- <br />ment. There are a number of cities in the metropolitan area <br />who charge per page or a flat annual fee to people receiving <br />copies of a city's Council minutes and/or agendas to help defray <br />some of the costs for this service. At the present time the <br />City mails out, prior to Council meetings, 14 sets of agendas to <br />individuals other than members of the press or representatives <br />of the City and 8 sets of minutes. Besides the photocopying <br />costs related to these mailings, the City also experiences <br />clerical, supply, and postage costs related to the mailing of <br />these items. In the past staff has contacted the individuals <br />included on the mailing list to insure that they cents ' to <br />desire to receive this material and those listed have responded <br />in the affirmative. Staff would request that the Council give <br />consideration to this matter and advise as to whether it is <br />your desire to levy a charge for this service or not. <br />DFP/pf <br />Attachment <br />
