Anderson, D' c r� \ Parks, Recreation an o �.t y v DATE: June 30, 1983 RE: Landscape Grant Attached are copies of the preliminary grant form which we submitted to the Minnesota Department of Economic Security on June 15, 1983. The preliminary grant application, as can be noted, was for the development of a trail system around Silver View Park Pond as well as extensive landscaping. The initial grant proposal that was submitted by staff was for $69,516.00 which, as can be noted in the enclosed budget, included an eight foot bituminous trail system, major landscaping, labor as well as site amenities including trash barrels and benches. Staff received a phone call on Tuesday, June 28 indicating that the Minnesota Department of Economic Security would not consider funding the entire grant application as submitted but would be willing to negotiate with staff for partial funding of the project. The phase of the grant that would not be acceptable from their perspective would be the eight foot bituminous trail surface and labor which total approximately $36,000.00. The portion of the grant that they would be willing to fund would be $33,286.00 which would include $7,650.00 for shade trees, $600.00 for prairie restoration, $2,726.00 for site amenities and approximately $21,000.00 for labor. The length of the grant would be a 10 week period commencing July 11 running through September 2 and would include no matching funds or monies, in kind services, or any other contributions from the City. As can be noted, the grant would actually pay for staff's time and supervision to the amount of $940.00. As additional landscaping is a greatly needed project at Silver View, staff would recommend that the City Council allow staff to renegotiate the initial preliminary proposal with the Economic Security Department in the amount of $33,286.00 to include not only landscaping but also the development of a wood chip trail which would be labor intensive rather than the bituminous trail originally proposed. Staff will be on hand to review the preliminary proposal as attached and to discuss possible ways of restructuring the grant at Tuesday evenings Council Meeting. RECOMMENDATION: To direct staff to renegotiate a formal grant contract with the Minnesota Department of Economic Security in the amount $33,286.00 with no matching monies from the City to be used for landscaping and trail development at Silver View Park.
