Anderson, D' c r� \ <br />Parks, Recreation an o �.t y v <br />DATE: June 30, 1983 <br />RE: Landscape Grant <br />Attached are copies of the preliminary grant form which we <br />submitted to the Minnesota Department of Economic Security on <br />June 15, 1983. The preliminary grant application, as can be <br />noted, was for the development of a trail system around Silver <br />View Park Pond as well as extensive landscaping. The initial <br />grant proposal that was submitted by staff was for $69,516.00 <br />which, as can be noted in the enclosed budget, included an eight <br />foot bituminous trail system, major landscaping, labor as well as <br />site amenities including trash barrels and benches. <br />Staff received a phone call on Tuesday, June 28 indicating that <br />the Minnesota Department of Economic Security would not consider <br />funding the entire grant application as submitted but would be <br />willing to negotiate with staff for partial funding of the <br />project. The phase of the grant that would not be acceptable <br />from their perspective would be the eight foot bituminous trail <br />surface and labor which total approximately $36,000.00. <br />The portion of the grant that they would be willing to fund would <br />be $33,286.00 which would include $7,650.00 for shade trees, <br />$600.00 for prairie restoration, $2,726.00 for site amenities and <br />approximately $21,000.00 for labor. The length of the grant <br />would be a 10 week period commencing July 11 running through <br />September 2 and would include no matching funds or monies, in <br />kind services, or any other contributions from the City. As can <br />be noted, the grant would actually pay for staff's time and <br />supervision to the amount of $940.00. <br />As additional landscaping is a greatly needed project at Silver <br />View, staff would recommend that the City Council allow staff to <br />renegotiate the initial preliminary proposal with the Economic <br />Security Department in the amount of $33,286.00 to include not <br />only landscaping but also the development of a wood chip trail <br />which would be labor intensive rather than the bituminous trail <br />originally proposed. <br />Staff will be on hand to review the preliminary proposal as <br />attached and to discuss possible ways of restructuring the grant <br />at Tuesday evenings Council Meeting. <br />RECOMMENDATION: To direct staff to renegotiate a formal grant <br />contract with the Minnesota Department of Economic Security in <br />the amount $33,286.00 with no matching monies from the City to be <br />used for landscaping and trail development at Silver View Park. <br />
