r TO: Mayor, City Council, and Clerk -Administrator <br />FROM: Silt, Smith <br />DATE: June 16, 1983 <br />RE: Peterson property at 2294 Bronson Drive. <br />On 6/10/83 1 contacted Mr. Glen Westerheim by phone and asked what I might <br />do to help alleviate his problems. He stated that on Mrs. Peterson's property <br />were two unlicensed vehicles. Ile also stated that, "on hot days, when the <br />wind blew from the Southwest, there was an odor of dog manure." He went <br />on to state that he certainly wished something could be done about these <br />problems as he'd had nothing but problems over the years with Mrs. Peterson. <br />He commented, in closing, that he was very happy with the service he'd <br />received personally from me throughout the past fifteen years or so. <br />I advised him that 1 would have Mrs. Stevens, the Community Service Officer, <br />check out his complaint within the next half hour. Ile stated that he'd be <br />home and that she could come into his back yard and observe the problem from <br />his property line. <br />I talked to Mrs. Stevens during the next half hour and told her that I wanted <br />her to view the problem area and advise me of her findings. <br />She returned to my office a short time later and reported that she'd found <br />two unlicensed vehicles; one plate expired in 1982 and another expired <br />on May 10, 1983. She also found two unlicensed dogs chained to stakes in <br />the back yard. She stated that she could detect no odor of dog manure and <br />could not see any telltale signs thereof. Mr. Westerheim asked to be notified <br />of the action taken and if nothing could be done he was "either going to <br />sell out or drop dead or something." <br />I advised Mrs. Stevens to issue fourteen day warning citations to Mrs. Peterson <br />for unlicensed vehicles and dogs. <br />Mrs. Stevens attempted to contact Mrs. Peterson on a number of occasions and <br />finally resorted to leaving warning notices and copies of the ordinances in <br />the back door of the home. <br />On 6/15/83, Mr. Westerheim was advised by Mrs. Stevens of the action taken and <br />proposed remedies. He stated to Mrs. Stevens that he was very happy with the <br />attention being given to the problem, <br />Mrs. Stevens was unable to contact Mrs. Peterson but did, however talk to Mrs. <br />Peterson's daughter in law. The daughter in law stated that the vehicles would <br />most likely be removed from the property and the dogs would be licensed within <br />the two week period. <br />
