MEMO TO: Mayor and City Council FROM: Clerk-AdminisLrator DATE: Junc 15, 1983 SUBJECT: APPRECIATION DINNER Pursuant to your direction at the June 13, 1983 Council Meeting, I discussed the possibil.it.y and legality of providing free dinners for City Commission and Committee members at the July 9, 1983 Appreciation Dinner. City Attorney Meyers has advised me in a telephone conversation of this date that as the Appreciation Dinner is part of the 25th Anniversary Celebration of the City, which is sponsored by the Festivities Commission as part of the Festival in the Park, and since the City provides a budgeted amount of $5,000 for the activities of the Festivities Commission, this expenditure could be interpreted as a legitimate expense of the Festivities Commission as part of this year's celebration. In doing a head count of all Commissions and Committees of the City, excluding the City Council, there are 38 individualswho could be provided with free tickets to the Appreciation Dinner which would cost the City a total of $380. As the Festivities Commission has been unable to keep their expenses for the Festival in the Park equal to or below the amount budgeted by the City in previous years, the additional expenditure of $380 would most likely result in increasing the deficit position of the Festivities Commission activities during 1983. RECOMMENDATION: It is the recommendation of staff that the City Council use whatever cash donations are received from local businesses and municipal consultants to offset the expenses of a few nice door prizes to be awarded the evening of the Appreciation Dinner, with the remainder of the donations used to offset the expense of providing free dinners to attending Commission or Committee members. Any costs for these free dinners not covered by the cash donations could be charged to the Festivities Commission line item which is part of the Advisory Commission's account in the General Fund.
