MEMO TO: Mayor and City Council <br />FROM: Clerk-AdminisLrator <br />DATE: Junc 15, 1983 <br />SUBJECT: APPRECIATION DINNER <br />Pursuant to your direction at the June 13, 1983 Council Meeting, <br />I discussed the possibil.it.y and legality of providing free dinners <br />for City Commission and Committee members at the July 9, 1983 <br />Appreciation Dinner. City Attorney Meyers has advised me in a <br />telephone conversation of this date that as the Appreciation Dinner <br />is part of the 25th Anniversary Celebration of the City, which is <br />sponsored by the Festivities Commission as part of the Festival in <br />the Park, and since the City provides a budgeted amount of $5,000 <br />for the activities of the Festivities Commission, this expenditure <br />could be interpreted as a legitimate expense of the Festivities <br />Commission as part of this year's celebration. <br />In doing a head count of all Commissions and Committees of the <br />City, excluding the City Council, there are 38 individualswho could <br />be provided with free tickets to the Appreciation Dinner which <br />would cost the City a total of $380. As the Festivities Commission <br />has been unable to keep their expenses for the Festival in the Park <br />equal to or below the amount budgeted by the City in previous years, <br />the additional expenditure of $380 would most likely result in <br />increasing the deficit position of the Festivities Commission <br />activities during 1983. <br />RECOMMENDATION: It is the recommendation of staff that the City <br />Council use whatever cash donations are received from local businesses <br />and municipal consultants to offset the expenses of a few nice door <br />prizes to be awarded the evening of the Appreciation Dinner, with <br />the remainder of the donations used to offset the expense of providing <br />free dinners to attending Commission or Committee members. Any costs <br />for these free dinners not covered by the cash donations could be <br />charged to the Festivities Commission line item which is part of the <br />Advisory Commission's account in the General Fund. <br />DFP/pf <br />
