Report of <br />the Knollwood Green condominium proposal and the <br />Attorney <br />screening planned. Ile reviewed the history of the <br />development, and stated Development Agreement No. <br />83-57 indicates the developer will follow the <br />r`1 <br />requirements of the City. lie explained the code <br />does not specify the type of screening, and the <br />Development Agreement calls for a site plan, and <br />Exhibit 2A does not specifically require it. He <br />advised that to have it as part of the Development <br />Agreement, there is a provision in the contract to <br />do by mutual consent. He stated that Staff feels" <br />the planting buffer will be adequate. He summarized <br />that unless the contract is amended, the developer <br />is not required to put up a fence. <br />Mayor McCarty stated that several residents had asked <br />to be present when Attorney Meyers provided his <br />opinion, and recommended they be invited to the next <br />meeting. <br />;jerk/Administrator Pauley replied that he has asked <br />Attorney Meyers to provide his opinion in writing, <br />and that he plans to mail a copy of it to all concerned, <br />and that if anyone still has questions, they could then <br />come before the Council. <br />Mayor McCarty questioned why the City couldn't have the <br />same fencing requirements for all, and stated he was <br />not sure that fencing could be required based on <br />density, Attorney Meyers replied that if a pniiry is <br />established, they would have to have some reasoning for <br />it, and that something could be added to the code. <br />Attorney Meyers reviewed a proposed amendment regarding <br />legislation on the Anoka County Airport, and advised the <br />Council of how it would affect the City's lawsuit. <br />Mayo_ McCarty asked that Clerk/Administrator Pauley <br />draft a letter on the Council's position on the airport <br />situation, for the next agenda session. <br />Councilmember Hankner had no report. 12, Reports of <br />Councilmembers <br />Councilmember Blanchard reported she had received <br />a complaint regarding the height of the duplex <br />being built at Greenfield and County Road I. <br />Clerk/Administrator Pauley replied that the Building <br />Inspector has checked it, and the grade is what was <br />stipulated, based on previous City requirements. <br />Councilmember Linke reported the Festivities <br />Commission would be meeting June 26, and updated <br />the Council on what is bei:• Tanned. <br />
