MEMO TO: Mayor and City Council <br />PROM: Director of Public Works/Community Development <br />DATE: May 4, 1983 <br />SUBJECT: 1983 MINNESOTA STATE All) STREET RESURFACING PROGRAM <br />At the agenda session on May 2, 1983, a proposed resurfacing program <br />was discussed with the City Council. Thr purpose of the resurfacing <br />program is to: <br />1) Correct deficient pavement sections with the City. <br />2) To reduce M.S.A. construction fund balance to below that <br />allowed by the M.S.A. program. <br />The current program initiates penalties to communities that do not <br />keep their balance below $300,000.00 or twice their annual allotment, <br />which in Mounds View's case is $388,602.00. The Mounds View balance <br />at the end of 1982 was $422,789.43. The 1982 balance coupled with <br />the 1983 apportionment would total $617,090.43, which would be the <br />amount available for Mounds View to be used on its M.S.A. street <br />system or on other projects it deems necessary or important. Based <br />on these numbers, it is apparent that Mounds View should make all <br />attempts possible to encumber $228,488.43 by the end of June, 1983 <br />in order to avoid the risk of penalties during the allotment process <br />for 1984. Therefore, it is recommended that the Council approve a <br />resolution authorizing the City Engineer to prepare plans and specifi- <br />cations for a 1983 resurfacing program. <br />The streets recommended to be included in the program are as follows: <br />1) Groveland Road from T.H. 10 to County Road J atan estimated <br />cost of $44,500.00. <br />2) Ardan Avenue from Knollwood Drive to Eastwood Road at an <br />estimated cost of $22,700.00. <br />3) llillview Road from T.H. 10 to Jackson Drive at an estimated <br />cost of $51,500.00 <br />4) Edgewood Drive from T.H. 10 to County Road I at an estimated <br />cost of $22,800.00. <br />5) As an alternate section, Edgewood Drive from County Road H <br />to County Road H2 at an estimated cost of $25,500.00. <br />This would result in a total estimated project cost of approximately <br />$167,000.00 which when coupled with miscellaneous contingencies and <br />engineering costs would bring the total project cost to approximately <br />$230,000.00 which should get us under the dollar amount for construc- <br />tion fund balance requested by the Minnesota Department of Trans- <br />portation. <br />I,- JCJ/bc <br />
