MEMO TO: Clerk -Administrator <br />FROM: Engineering/Planning Technician fi <br />DATE: May 5, 1983 <br />SUBJECT: KNOLLWOOD DRIVE STREET LIGHT <br />This memo and street light petition request is a revision to the one <br />which was submitted to you on April 21, 1983. Two separate locations <br />have been discussed in the past and a third location is being re- <br />quested at this time. The request, to the present, has included the <br />following locations: <br />1) The initial request was for the installation of a street <br />light between 7729 and 7739 Knollwood Drive since a pole <br />exists along the rear property lines. The owner of 7738 <br />did not sign the petition, so without: a Council determi- <br />nation that a light at this location is in the interest <br />of safety, a light could not be placed at this location. <br />2) A pole presently exists between 7749 and 7759 Knollwood <br />Drive. The same situation exists here. The Owner of <br />7749 Knollwood Drive would not sign the petition so with- <br />out a Council determination, a light could not be placed <br />there either. <br />3) Lastly, the people in the neighborhood would like the <br />light placed between 7718 and 7728. The petition has the <br />required number of signatures for the placement of a light at <br />at this location. A pole exists at the rear property line <br />between these two addresses, although there are one two <br />large trees between the existing pole and the street. <br />I have spoken to acting Police Chief Smith, and it is his opinion'that <br />a light between 7718 and 7728 Knollwood Drive would be the best of <br />the three choices. Since there is no light• at the corner of Knollwood <br />and County Road I and because, according to the residents in the area, <br />the southern part of Knollwood has had the most vandal occurrences. <br />I then spoke with Don Zettel from N.S.P. and they do not favor placing <br />lights in locations where the wires would have to go through existing <br />trees, especially when another location just one lot north does not <br />have any trees that would create a problem. <br />In summary, from an installation standpoint, placing the light between <br />7729 and 7739 as originally proposed would be the best. A property <br />owner directly affected has not signed the petition (they are, in fact, <br />moving out of their home), so they would have to determine that the <br />placement of a light at this location is in the interest of the health <br />and safety of the area.
