't etn /d <br />MEMO TO: Clerk -Administrator and City Council. <br />rFROM: Director. of Public IJorks/Community Development <br />DATE: May 11, 1983 <br />SUBJECT: NORB YENISII MOTEL DEVELOPMENT <br />Attached please find the following items regarding the proposal by <br />Mr. Norb Yenish to construct a 98 unit motel: <br />1) Planning Commission Resolution No. 74-83 <br />2) Planning Commission Minutes of May 4, 1983 <br />3) Staff Report <br />Key issues relating to this proposal are: <br />1) A major subdivision is required since the property is over 2 <br />acres in size. <br />2) Approval is being requested for a 98 unit motel to be constructed <br />in 2 phases. The first phase to be 70 units with the necessary <br />parking and phase 2 to be an additional. 28 units with the addi- <br />tional parking necessary. The applicant has mentioned that should <br />financing allow construction of all 98 units initially, they would <br />like to receive approval to do so. Council may wish to limit time <br />between phases 1 and 2. <br />3) The davelnnment meets Ordinance No. 49A requirements. The <br />developer will be submitting a drawing showing the exact location <br />of the easement over the pending area. Such an easement will <br />cover the area required to pond storm water generated by the motel <br />site and the McDonalds restaurant. Not including the easement on <br />the attached drawing was an oversight on the part of the developer. <br />4) The Planning Commission has reviewed the element of providing <br />access to properties immediately north of this motel site. They <br />have accepted the 66 foot right-of-way which presently exists <br />near the eastern edge of this plat as the means to gain access <br />to these properties. Staff requests that the City Council also <br />review this item. A sketch of a possible street layout is <br />attached to the planning report as Exhibit 3. It is staff's <br />opinion that a northern access right-of-way through this parcel <br />which lines up with the existing street between the gas station <br />and the Country Inn restaurant would provide better traffic circu- <br />lation through this area should the property north of Programmed <br />Land First Addition develop. Should a right-of-way be desired, <br />the location of the pending area may have to be modified. <br />5) The Planning Commission has recommened to the City Council that <br />the pending area for this development be the sole ponding area for <br />all of Block 3, Programmed Land First Addition. <br />6) The application has been submitted to the Rice Creek Watershed Dis- <br />trict for permit approval. Staff has not received the permit to <br />date. <br />/be <br />
