6 <br />C(e) Aeccmnodntion of the increased runoff caused by chin..^,ed <br />soil and surface conditions during, and after develoc,tent. <br />(d) Permanent, final plant covering, or structures shall be <br />installed prior to final acceptance. <br />(e) The plan of development shall relate to the topography and <br />soils of the sit: so that the iowest potential for erosion <br />is created. <br />(f) Natural plant covering shall be retained and protected and <br />shall be deemed a doninatin.q factor in developing the site <br />and temporary vegetation, mulching or other cover shall be <br />used to protect the area exposed during the land -disturbing <br />activity. <br />37.08 APPLICATION ,W) ISSUANCE OF PERMITS. <br />M_17rmic Reoutre ; Procedure ano Fee. <br />a Unless specifically excluded by this ordinance, no otmer, <br />occupant or user may undertake an activity subiect to this <br />ordinance without receiving a permit. Each owner, occupant <br />or user desiring to undertake a regulated activity subject <br />to this ordinance shall submit an application for a permit <br />together with the appropriate fee. The permit fee schedule <br />is $1.00/1,000 S.F. of gross lot area to be developed. <br />(b) Exceptions to this requirement are as follays: <br />1. The owner and occupant of public lands are exempt from <br />payment of any permit fee; <br />2. The City may enter into an agreement with public or <br />private utilities and governmental agencies to waive the <br />need for a permit for each individual activity, if they <br />will agree to follow this ordinance. <br />(2) Control Plan Required. <br />a) Unless speMically exempted by this ordinance every <br />applicant for a permit shall submit a plan to control <br />erosion, sedimentation and runoff which would result from <br />the <br />proposed activity. <br />(b) Penit applicants are exempted from the requirement of the <br />submission of a control plan if: <br />The proposed activity is on one acre or less of land, <br />and the permit applicant agrees to install all the <br />control devices and to implement all the control <br />techniques which are set out in the Checklist Plan <br />supplied. The Checklist Plan shall a oee� meu to <br />adequately meet all a— pp— l ie standards in Sec. 31.07 <br />and the permit shall be issued. <br />(3) Contents of the Control Plan. The control plan required by Sec <br />3 .08 shall contain such information needed to determine <br />soil erosion, sedimentation and runoff control: <br />(a) A map of the site location showing the location of the <br />predominant soil tyT.es. <br />(b) A topographic map of the site location, including the <br />C contiguous properties, existing drainage patterns and <br />watercourses affected by the proposed development of the <br />site and the existing vegetative cover. <br />
