39.14 <br />(2) The materials, construction and attachment of any such <br />sign shall meet the same standards and requirements as roof signs. <br />Subdivision 8. Banflefs-and-Temperary-Signs- Banners, Temporary <br />or Portable Signs. The following standards shall be maintained for <br />all banners and tempesasy-signs, temporary or portable signs: <br />(1) Temporary signs and banners attached to any building and <br />constructed of canvas, plastic material, cloth or other eembsstible <br />material with or without framework, shall be strongly constructed <br />and shall be securely attached to their supports. They shall be <br />removed (including all framework and supports) as soon as damaged or <br />torn and in no case later than 68 21 days after erection. <br />(2) Banner and temporary signs a€-eembastible-materials shall <br />not be larger than 120 square feet in area for each 20 feet of building <br />frontage. There shall not be more than one temporary sign on any <br />building frontage. <br />(3) No banner or temporary sign a€-eembastible-eenstraetien shall <br />project over public property or right-of-way, but may extend a maxi- <br />mum of six (6) inches from the face of the building. <br />(4) Banners and temporary signs a€-eembastible-eonstraetian shall <br />not be hung so as to cover either partially or completely any door, <br />window, or opening required for ventilation. <br />(5) No reef -sign-a€-eembustible-ma terial-aad-Re- temporary-gseuad <br />sign temporary gseund sign, tempesasy-saga-a€-sewbaskible-material <br />banner or portable sign shall be located on any multiple -residence, <br />commercial or inaustrial property in the City without first obtaining <br />a speelal permit therefor from the 6exaeil C�. If the Geuaeil Cityy <br />determines to grant an application for a spee•kal permit for any suC1r <br />temporary sign er-bassering;-es-any-sdeh-temperarp-greead-rigs, banner <br />or portable sign, it may impose conditions upon the granting thereof, <br />and it shall be unlawful to locate or maintain any such sign or ban <br />- <br />nering for a longer period or in a different manner than that specified <br />in the speelal permit.
