PROCEEDINGS OF THE CITY COUNCIL <br />• CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />M A' ' ti Regular Meeting <br />' March 28, 1983 Mounds View City Hall <br />2401 Hwy. 10, Mounds View, MN 55112 <br />------------------------------------------------------------------------ <br />The Mounds View City Council was called to order <br />by Mayor McCarty at 7:36 PM on March 28, 1983. <br />MEMBERS PRESENT: Councilmembers Blanchard, Doty, <br />Linke, Hankner and Mayor McCarty. <br />ALSO PRESENT: City Attorney Meyers, Clerk/Admini- <br />strat—or Fau ey and Public Works/Community Development <br />Director Johnson. <br />Motion/Second: Doty/Linke to approve the March 14, <br />minutes as presented. <br />5 ayes 0 nays <br />Mr. Miller informed the Council he would like to <br />proceed with his development, and asked what the <br />proper procedure would be to follow. <br />Director Johnson stated that the preliminary plat <br />had been approved, with final approval being <br />conditional upon the execution of the development <br />agreement. Mayor McCarty suggested Mr. Miller <br />check with Staff, and if he did so immediately, <br />Council could discuss it at their next work session. <br />Mayor McCarty closed the regular meeting and opened <br />the water and sewer utility budget and rate hearing <br />at 7:40 PM. <br />Clerk/Administrator Pauley gave a brief summary of <br />the report Staff had presented to the Council at <br />their special session on March 19. <br />Director Johnson gave a presentation, explaining <br />life cycle costing as it applies to utility systems. <br />He presented pictures of water meters and roots <br />is found in the sewer system, as well, as a sample of <br />water taken from a residents home during the winter. <br />1.
