Anderson, Director <br />Parks, Recreation and Forestry <br />DATE: September 2, 1982 <br />RE: Gunnar Isberg and Associates Study <br />STATUS OF CURRENT SERVICES <br />A. From a park and recreation perspective, Mounds View's current public <br />service delivery system is meeting the current demands of the residents. <br />Although our current park facilities are not of the highest quality, <br />they are able to meet the present recreational and leisure time demands <br />for our community. <br />B. Specific areas which are at capacity would include our recreation pro- <br />grams on a year round basis. In addition our city forestry program is <br />currently functioning at what I would consider an adequate level. <br />Facilities that are currently being over atilized would include our <br />adult softball program, as we currently dr, not have an adequate number <br />of athletic fields to meet the adult softball demand. The two adult <br />softball fields at City Hall are currently used to a greater level than <br />the facilities were built for, which does not allow for city picnic or <br />tournament usage. Our neighborhood parks are being used as "athletic <br />complexes", which does not allow for local neighborhood play. <br />Specific recreation facility needs that are not being met include youth <br />soccer, football and hard court games; i.e. tennis, hard court volleyball, <br />etc. We currently do not have any of the aforementioned facilities in <br />the city park system excluding school district facilities. <br />The other major area of which we have over utilization would be our indoor <br />facilities. Staff did complete a detailed study of our current gym- <br />nasium usages which has been included for your review. As can be noted, <br />the indoor facility usage is currently inadequate during the peak time <br />usage with the closing of feed Oak Elementary School. Specific diffi- <br />culties that occur because of this gymnasium space shortage include <br />overscheduling of teams in gym spaces and denial of many neighborhood as <br />well as community group activities. <br />Facilities that are currently under utilized would be school classroom <br />facilities for a variety of community and recreation program uses and <br />existing city warming house buildings beyond the ten or twelve week <br />winter skating program. <br />The question is raised as to what additional R-4 or single family res- <br />idential impact would have on our current park system, especially for <br />the over utilized areas. The impact would be felt greatest in the area <br />of indoor activities where gymnasium space would be required as well as <br />placing future greater demand on our recreation programming staff. Staff <br />feels that with the addition of Silver View Park and the facilities that <br />park will afford us, we will be able to meet all the needs of additional <br />single family development with our current park system, except where <br />
