Plann.inq Commi:;sion Agenda <br />ITCMI Conditional Use Permi.t (Community Crnl:(!r Request in an R-1, <br />Single Family Ito:;id(:nLial Ui:;h ict.) <br />APPLICANT: Mounds View !it' <br />Ui:;Iricl 116;!I <br />LOCATION: 5100 Edgewuod Drive - I:dgcwoud ,nutior high school <br />Legal: Unplattad L,,nds <br />Subject to Road and oosemonts and except <br />east 640 feet of soul.h 190 feet: the south- <br />east 1/4 of southwe!;l 1/4 of Sr!(:(ion 0, <br />Tuwnship 30, Itnnq: <br />SUMMARY OF REQUEST <br />The applicant is requesting to convert Edq<:wood ,7nnior high School into <br />a Community Center which would house the various agencies as listed <br />on the attached memo. <br />PLANNING CONSIDERATIONS <br />1. Existing zoning for the school property is R-1, Single Family <br />Residential. <br />2. Community Centers are allowed in an It-1 District under a conditional <br />use permit, as were junior high schools. <br />3. Section 40.10, Subd. D lists certain requirements for a conditional <br />use permit. The following items should be considered in regards to <br />the conditional use permit request: <br />a) Section 40.10, Subd. D(lc). With the location and size of <br />the building as is, it would be very difficult to screen the <br />facility from the residential area across Edgewood Drivo. <br />Boulevard trees do lessen the impact of the structure to a <br />certain degree. The proposed use of the building will have <br />a lesser impact to the rosidential ar:.a as the junior high <br />school did. Stiff d0cs not see that any adduct screening be <br />necessary. <br />b) Section 40,10, Subd. UN(l). The school district presently <br />operates a similar facility in New Brighton. At this facility <br />106 parking spaces exist on situ. 193 parking spaces are <br />provided at Edgewood. The program:: currently at the New <br />Brighton facility are being transferred to Edgewood. At the <br />present time, the 101 spaces currently at New Brighton are <br />adequate for that facility and the shcool district sees no <br />problem with providing enough spaces at the Edgewood site. A <br />study has been conducted (available at the meeting) showing <br />where 82 additional parking spaces could be provided should <br />` } the Planning Commission decide they are required or a future <br />need arise for additional spaces due to increased usage.
